Objective and Purpose of the Assignment
The Social & Behavioral Specialist will assess farmer perceptions, trust, behavioral responses, and
social risks associated with the transition from Warabandi to volumetric irrigation delivery.
Scope of Work
The consultant will ensure that social acceptance issues are identified early and inform pilot
refinement and scale-up planning.
Detailed Tasks and/or Expected Output
i) Design and implement a qualitative assessment of farmer perceptions and trust related to smart piped
irrigation and volumetric abiana.
ii) Assess behavioral responses to smart outlets, measured delivery, and billing transparency.
iii) Identify social risks, conflict points, and communication gaps.
iv) Document equity and gender-related considerations, where relevant.
v) Provide practical recommendations to improve farmer acceptance and reduce resistance.
vi) Contribute social insights to pilot documentation and scale-up guidance.
Minimum Qualification Requirements
iv) Master’s degree in sociology, anthropology, development studies, or a related field.
v) Minimum 5 years of experience in social or behavioral assessments in irrigation or
vi) rural development projects.
vii) Experience working with farming communities in Punjab.
viii) Strong qualitative research and reporting skills.

Minimum Specific Experience (relevant to assignment): 5 Years
