Job Purpose
- Strengthen institutional capacity in asset lifecycle management, preventive maintenance, and cost recovery
- Support the digital transformation of WASH service delivery workflows
- Ensure institutional systems are compliant with sanctions and humanitarian standards
- Build internal capacity through side-by-side support and knowledge transfer
Key Responsibilities
- Conduct institutional capacity assessment to identify gaps in asset management and operations
- Develop and implement digital tools for tracking assets, workflows, and maintenance schedules
- Support design and institutionalization of cost recovery models in coordination with local authorities
- Facilitate development and adoption of Standard Operating Procedures (SOPs)
- Provide technical coaching to at least 25 directorate staff
- Ensure all tools and systems are aligned with WASH Cluster guidance and donor compliance requirements
- Coordinate with Idleb Engineering Syndicate and Khan Shaykoun Municipality for aligned technical oversight
- Prepare monthly progress reports and contribute to quarterly joint evaluations

Qualification (Education/Work Experience)
- Essential:
- Bachelor’s degree in Engineering, Water Resources Management, or a related field (Master’s preferred)
- At least 5 years of experience in WASH systems strengthening in humanitarian/recovery settings
- Proven experience in digital transformation of workflows and institutional system building
- Familiarity with Syrian WASH sector, government structures, and compliance frameworks
- Desirable:
- Strong interpersonal and facilitation skills for working with local institutions and technical actors
- Over five years of professional experience in the WASH project sector
