Objective and Purpose of the Assignment

The Writer Editor will support the Water Financing Partnership Facility (WFPF) and related water sector initiatives by providing high-quality editorial, narrative development, and publication support.

Scope of Work

The assignment covers the finalization of flagship WFPF reporting products, selected project stories, and a set of complementary knowledge and communication products linked to water resilience, youth, gender, and innovation initiatives. The Writer Editor will transform technical drafts into clear, compelling, and reader-friendly outputs, while preserving analytical rigor, policy relevance, and institutional messaging. The assignment requires close coordination with technical teams to ensure consistency across reports, stories, factsheets, and other communication materials.

Detailed Tasks and/or Expected Output

The Writer Editor will: 1. Annual Reports and Work Programs – Edit, structure, and finalize the WFPF 2026 Annual Report and WFPF 2027 Annual Work Program. – Ensure clarity of narrative, logical flow, and consistency across sections, while maintaining technical accuracy. – Provide suggested lay-out designs for each – Participate in page-by-page reviews of text and layout to ensure coherence between content and design. – Undertake final proofreading and quality control prior to publication. 2. Project Stories and Narrative Development – Develop and edit a set of high-quality project stories (approximately five) for inclusion in the WFPF Annual Report. – Support storytelling for the Water Resilience Trust Fund (WRTF), documenting approved allocations and clearly articulating value-addition, including as input to the planned 2029 evaluation of the Netherlands contribution. 3. Layout and Presentation Support – Propose layout and visual presentation concepts for reports and selected stories, in coordination with the team. 4. Knowledge and Communication Products – Provide editorial and narrative support to selected water-related knowledge products and communication materials, including reports, brochures, factsheets, web content, and internal guidance notes. – Ensure consistency of messaging across external and internal ADB products, adapting tone and depth to different audiences (e.g., DMCs, partners, project team leaders). Deliverables (revised and integrated): The Writer Editor will be expected to deliver the following outputs over the contract period: A. WFPF Core Reporting Products a. Draft edited version of the WFPF 2027 Annual Work Program b. Final proofread version of the WFPF 2027 Annual Work Program c. Draft edited version of the WFPF 2026 Annual Report d. Final proofread version of the WFPF 2026 Annual Report B. Project Stories e. Edited and publication-ready WFPF project stories (approximately five), including WRTF-related stories highlighting strategic value addition. C. Knowledge and Communication Products (as assigned) f. Edited and finalized versions of selected knowledge products and communication materials, which may include: – Laundry Transformation publications (gender, economic, and market perspectives); – Economic Value of Youth in Water Operations; – Internal guidance materials for project team leaders, website content, factsheets, and roadmaps related to water resilience initiatives. (The exact mix of products under C will be agreed during implementation, depending on priorities and timing.)

Minimum Qualification Requirements

– At least five (5) years of experience working on ADB publications, with demonstrated familiarity with ADB editorial standards and processes. – Proven experience in water-related publications is required, including the ability to present technical content clearly and accurately. – Experience with layout and visual presentation concepts for reports and selected stories, working closely with the team to ensure that layout supports the narrative flow, key messages, and readability. – Strong editorial skills, including substantive editing, copyediting, and proofreading of longform publications. – Demonstrated ability to work closely with technical teams and manage iterative review processes. – Experience with annual work programs, annual reports, and/or trust fund reporting is preferred.
