The primary objective of this assignment is to develop a comprehensive and standardized methodology for the tariff system for water use and withdrawal to enhance climate adaptation at a basin level. The assignment will include the design and prepare for implementation a national water resources tariff structure comprising an administrative fee (cost recovery) and a water use charge; harmonized with existing economic instruments and informed by adaptive water availability assessments. The methodology will be designed to: 1.Ensure transparency and credibility in water resource fee calculation.2.Align with the principles of the Water Framework Directive (2000/60/EC) and EU legislation; while be in line with Albania’s socio-economic context and regulatory and policy framework.3.Support the legal framework for revenue collection; resilience and sustainable water resource management and propose potential legal / policy reform for cost recovery.4.Harmonize administrative fees with strategic objectives and efficient procedures.
