Title: HYDRAULIC WORK’S SUPERVISION ENGINEER

The Government of the Republic of Angola (GoA) has received financing from the World Bank and the French Agency of Development (AFD) toward the cost of the Climate Resilience and Water Security in Angola-RECLIMA, and intends to apply part of the proceeds of the financing to procure the services of an individual consultant for the position of a Hydraulic Work’s Supervision Engineer in the Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA).
Under the overall guidance of the Executive Project Coordinator the Hydraulic Work’s Supervision Engineer will be hired to.
- Support the CEP in the oversight oversight of the Project Supervision Consultancy Firms
- Support the CEP as needed, during the review and verify the PSC’s work plans, methodologies, staffing plans, and reporting schedules to ensure they are adequate and aligned with the project’s needs.
- Quality Assurance and Technical Verification
- Help the CEP conduct regular and random independent site visits to verify the quality of materials, workmanship, and adherence to approved designs and specifications.
- Contract and Procurement Management Support
- Assist the PMU in interpreting contract documents and managing contract variations, claims, and potential disputes, ensuring the PMU’s interests are protected.
- Compliance with World Bank Standards
- Ensure that the PSC is rigorously monitoring the Contractor’s compliance with World Bank’s Environmental and Social Standards (ESSs), Health and Safety (H&S) plans, and other safeguard instruments.
- Support the FCMU in preparing responses to World Bank supervision missions, including providing accurate data and addressing technical questions and mission aide-memoire points.

The Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA) now invites eligible individual consultants to indicate their interest in providing the services. Interested individual consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.).
The Consultant must have the following qualifications:
- A minimum of a bachelor’s degree in civil engineering, Hydraulic Engineering, or a closely relevant subject.
- A minimum of 15 years of professional experience in the areas of water resources management, especially for dams and irrigation schemes.
- A minimum of 10 years’ experience in planning, design, construction or supervision of civil works projects.
- Proven working experience in a similar World Bank or other internationally financed projects.
- Proven working experience in developing countries; prior experience in sub-Saharan countries will be a plus.
- Full professional fluency in Portuguese is essential. A working knowledge of English is required.
- Proficiency in standard Microsoft Office applications, particularly Word and Excel.
The duration of the assignment will be for a period of 12 months, on a full-time basis, with possible extension upon satisfactory performance.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the Procurement Regulations setting forth the World Bank’s “Procurement Regulations for IPF Borrowers” fourth edition November 2020 (“Procurement Regulations”) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Selection Method for Individual Consultant set out in the World Bank Procurement Regulations paragraph 7.34.
