Job Description
ROLE PURPOSE:
The role is required to ensure the technical quality of Shelter and WASH program implementation at the field level. The Shelter/WASH Technician will be responsible for conducting technical assessments, monitoring and supervising technical activities, and providing technical advice to contractors, beneficiaries, and communities.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and adjust working hours accordingly.
CHILD SAFEGUARDING:
Level 3: The post holder will have contact with children and/or young people either frequently (e.g., once a week or more) or intensively (e.g., four days in one month or more, or overnight) because they work in country programs, are visiting country programs, or are responsible for implementing the police checking/vetting process for staff.

Role Dimensions: Communication with municipalities, union of municipalities, public administrations, other NGOs and stakeholders who are partners in the implementation of common projects.
KEY AREAS OF ACCOUNTABILITY:
Programme implementation/management:
- Identify vulnerable cases through referrals from community resource persons, institutions, community workers, hotlines, or direct field identification.
- Conduct WASH and Shelter technical assessments in informal tented settlements and Shelters including filling up detailed bill of quantities (BoQs) and site documentation, with attention to protection concerns.
- Follow up and monitor the implementation of Shelter and WASH interventions, including rehabilitation works, minor repairs, site improvements, water trucking, desludging services, latrine installation, community support projects, water projects, and People with Disabilities (PWD)-inclusive activities, ensuring compliance with SCI standards.
- Supervise and monitor contractors, daily workers, and suppliers; ensure quality and compliance with Shelter and WASH standards.
- Review technical plans, drawings, and implementation documents prior to and during implementation.
- Conduct Shelter and WASH kit distributions and manage related documentation.
- Perform quality checks on materials, kits, and construction works; report non-conformities.
- Conduct regular site and beneficiary visits; address implementation issues, including landlord-related challenges.
- Prepare weekly progress reports and support monitoring and evaluation activities.
- Coordinate with municipalities, communities, Supply Chain, HR, Protection, and other SCI departments to facilitate implementation of Shelter/Wash activities.
- Support supervision, training, and capacity building of Shelter and WASH volunteers.
- Coordinate and communicate with other partners to implement common projects according to the scope of work and according to the satisfaction of stakeholders.
- Ensure proper stock tracking and support warehouse monitoring when required.
- Promote community acceptance and understanding of SCI Shelter and WASH activities.
- Ensure referral of protection-related cases to relevant focal points.

QUALIFICATIONS
- A degree in engineering or a related field; equivalent work experience will be considered.
- Good command of English and Arabic.
EXPERIENCE AND SKILLS
Essential:
- Minimum of 2 years’ experience in the Shelter, WASH, or construction sector.
- Strong interpersonal, communication, and presentation skills.
- Flexibility and willingness to adapt work practices and hours, with the ability to work in insecure environments.
- Availability to travel within the country.
- Proficient in computer skills, especially Excel and design software such as AutoCAD.
- Experience in fieldwork and community mobilization.
- Experience in conducting training and sensitization sessions for communities and beneficiaries.
Desirable
- Experience working in NGOs.
- Shelter and/or WASH experience in a humanitarian context.
- Familiarity with refugee communities in the country of operation.
