Objective and Purpose of the Assignment
ADB is implementing TA 10297 REG: Building Knowledge and Capacity for Water Resilience, which supports
the development, dissemination, and application of the Asian Water Development Outlook (AWDO) 2025 and
related analytical work to strengthen evidence based water sector investments and policies across
developing member countries.
As part of TA 10297, ADB is advancing analytical work on water valuation and shadow water pricing,
alongside enhanced multilateral coordination and AWDO 2025 knowledge dissemination. These activities
require early stage technical preparation, model alignment with ADB operational requirements, and
stakeholder coordination to support readiness for pilot implementation.
Scope of Work
The consultant will be providing technical, coordination, and preparatory inputs to (i) multilateral
engagement and AWDO 2025 dissemination, (ii) technical alignment and readiness of the shadow water
pricing framework, and (iii) early implementation structuring and stakeholder coordination.
Detailed Tasks and/or Expected Output
The consultant will undertake the following tasks.
A. Multilateral Coordination and AWDO 2025 Dissemination
- Support ADB initiatives with other multilateral development banks (MDBs) to harmonize analytical
approaches and identify collaboration opportunities related to water resilience, valuation, and
investment prioritization. - Support dissemination of AWDO 2025 by providing technical inputs to presentations, briefing notes,
background materials, and stakeholder engagement activities.
B. Technical Preparations - Conduct preparatory technical reviews to ensure alignment of the shadow water pricing framework with
ADB operational requirements, safeguard policies, economic analysis standards, and pilot site conditions.
C. Stakeholder Coordination and Implementation Readiness - Support pre inception consultations with ADB teams, external stakeholders, and relevant government
agencies to confirm scope, validate data availability, and assess readiness for implementation. - Provide technical support during initial coordination with partners and collaborating organizations
involved
D. Development of Technical and Guidance Materials - Prepare draft methodological notes, templates, and guidance materials to support early implementation
activities and clarify technical processes and workflows. - Prepare technical briefs, background notes, slide decks, and written responses to partner inquiries
required prior to formal activity launch.
Minimum Qualification Requirements
• Advanced academic qualifications in water resources, economics, environmental management, or a related
field;
• Demonstrated experience in water sector analytics, valuation, or resilience related work;
• Familiarity with ADB or MDB operational processes, economic analysis standards, and knowledge
products; and
• Strong experience in technical writing, stakeholder coordination, and preparation of guidance and
briefing materials.
Minimum General Experience: 15 Years
Minimum Specific Experience (relevant to assignment): 10 Years
