For every child, the right to WASH

Under the supervision of the Chief of Field Office, the incumbent of the consultancy post will provide professional technical assistance and support for WASH (Water, Sanitation, and Hygiene) in all or some of the following areas: programme design, planning and implementation, management and evaluation of programme/project activities, data analysis and progress reporting, in support of achievement of programme goals and objectives.

How can you make a difference? 

1. Knowledge Management for Programmes

  • Contribute to the WASH programme by supporting knowledge management through providing professional assistance in data collection and analysis for field WASH related projects and complete accurate reporting.
  • Participate in information exchange with field WASH partners (UNICEF and WASH Sector partners) as well as in the development of training and orientation material by providing technical assistance.

2. Programme Development and Management

  • Provide WASH technical assistance in the preparation of the Situation Analysis for programme development and management by collecting and analysing data and monitoring WASH implementation progress (WASH in emergencies and stabilization projects).
  • Contribute to the identification of critical WASH related intervention points and measures by administering a consistent and transparent monitoring system.
  • Propose adjustments/changes in the WASH work plans.

3. Programme Monitoring and Evaluations

  • Undertake WASH field visits to monitor and assess programme implementation and decides on required corrective action(s).
  • Participate in the monthly WASH subnational Working Group with partners and government counterparts, provide the support to the sector lead as required and prepare the minutes of meetings.

4.  Partnership, Coordination and Collaboration in time of emergency

  • At the sub-national level, the WASH Programme Coordinator supports sector coordination. The role includes participation in coordination meetings, providing regular information to the coordination platform, and helping to identify gaps, overlaps, and priorities.
  • The WASH Programme Coordinator will advocate for joint planning and contribute to preparedness and response coordination in line with the revised sector coordination modality in Lebanon.
  • Facilitate emergency response including supply distribution through effective partnership and collaboration with internal and external counterparts, including those of the UN and government counterparts such as North Water Establishment, DRM unit at the governorate levels.
  • Ensure that WASH interventions are reflected in data system and regularly reporting internally and externally when needed.
  • Support field missions and internal and external donor visits.
  • Any other related tasks as may be required or assigned by the supervisor

To qualify as an advocate for every child you will have… 

Minimum requirements: 

  • Education: Bachelor degree or equivalent in the following field: Environmental Health, Engineering, Public Health or any area related to Water, Sanitation and Hygiene.
  • Work Experience: 
    • At least 4 years of professional work experience, at the national and/or international level, in engineering, environmental science, water and sanitation, hydrogeology, or other relevant programmes is required;
    • Experience in emergency and programme monitoring is an asset, as is experience working in the UN or other international development organization;
    • Excellent oral and written skills; excellent drafting, formulation, reporting skills;
    • Accuracy and professionalism in document production and editing;
    • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
    • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
    • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;
    • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
    • Sound security awareness;
  • Language Requirements: Fluency in English and Arabic is required. Knowledge of French or any other UN language is considered an asset.
