As the Leader, Environmental Programs, you will lead a team responsible for implementing, through coordinated, multi-discipline program management, the strategies and actions necessary to achieve climate and environmental outcomes directed by Council and prioritized by senior management. You will also serve as Program Manager for particularly complex programs, identifying and securing program resources, overseeing program team and managing associated risks, and ensuring alignment with City priorities. You will foster an inclusive leadership approach that promotes equity, diversity, and inclusion, as well as psychological and physical safety. Primary duties Include:
- Set strategic priorities and resource allocations for the Environmental Programs section, providing people and program leadership to staff and the portfolio of assigned programs, working in a matrix structure.
- Oversee the implementation teams executing each program to direct and influence the completion of program commitments.
- Apply program management discipline and tools as fits each program.
- Manage performance development, budget management, purchasing, and contract management as expected of City leadership.
- Represent The City in discussions with Council, Committees, other municipalities and levels of government, industry, non-profit organizations and the public.
- Navigate complex political, operational, and business environments to establish governance, priorities and accountabilities.
- Prepare and coordinate reports, presentations, strategic sessions, briefings, and updates to internal and external audiences, including Council and associated Committees.
Qualifications
- A graduate degree in Commerce, Environmental Management/Sciences, Planning, Public Policy, Engineering or other related disciplines and at least 8 years of relevant experience involving strategic planning, policy development, engineering, water management, watershed management, environmental management; OR
- A degree in Commerce, Environmental Management/Sciences, Planning, Public Policy, Engineering or other related disciplines and at least 10 years of relevant experience involving strategic planning, policy development, engineering, water management, watershed management, environmental management.
- Equivalent combinations of experience and education may be considered.
- Experience in change leadership and in program or policy development is required.
- Supervisory and leadership experience is preferred.
- The successful candidate will demonstrate strong strategic leadership, team building, political acumen, project/program management, communication, relationship building, and customer focus.
