Assignment Title: Consulting Services for Study & Design of Rural Water Supply Systems, Drilling Supervision, & Construction Supervision & Contract Administration: LOT 1: Sheko Woreda 2 RPS & Surma Woreda 2 RPS of the Southwest Ethiopia Region; and LOT 2: Tembaro Woreda 2 RPS & Muhur Akilil Woreda 1 RPS of the Central Ethiopia Region

  1. The Ministry of Water and Energy has received financing from the World Bank toward the cost of the Horn of Africa Groundwater for Resilience Project (HoA GWfRP), and intends to apply part of the proceeds for consulting services. 
  2. The consulting services (“the Services”) include study & design of rural water supply systems, drilling supervision, & construction supervision & contract administration: LOT 1: Sheko Woreda 2 RPS & Surma Woreda 2 RPS of the Southwest Ethiopia Region; and LOT 2: Tembaro Woreda 2 RPS & Muhur Akilil Woreda 1 RPS of the Central Ethiopia RegionPublic Disclosure AuthorizedPublic Disclosure Authorized
  3. The Terms of Reference (TOR) for the assignment can be found at the following website: https://www.mowe.gov.et/tenders or can be obtained at the address given below.
  4. The Ministry of Water and Energy now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: core business and years in business, relevant experience, and the firm’s technical and managerial capabilities. Key Experts will not be evaluated at the shortlisting stage.
  5. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers,” July 2016 and revised Edition September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
  6. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

 Consultants may participate in one or more Lots.

  1. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) described in the Procurement Regulations, and to be specifically set out in the Request for Proposals.
  2. Further information can be obtained at the address below during office hours, i.e., 8:30 A.M.to 5:30 P.M.
  3. Expressions of interest must be delivered in a written form to the address below (in person in hard copy, including the scanned PDF in USB Memory, or by e-mail) on or before 20 February 2026 @ 10:30 a.m.
