Position Information

The Honolulu Board of Water Supply (BWS) is looking for a Chief of Water System Operations (Program Administrator) in Honolulu. This position heads the Water System Operations Division with full responsibility for the distribution of water throughout the BWS system by regulation and diversion of water from the supply source through various storage facilities utilizing mechanical, electrical, and telecommunications equipment; the operation, control, maintenance and repair of pumping plants for the BWS island-wide water system; compliance with water quality standards; safeguard of water system facilities from unauthorized access, natural disasters and other emergency situations; and related programs.
What You Will Do
- Formulate and execute policies and division priorities, analyze pertinent operational issues and information; and assess the impact of proposed policies and guidelines to ensure efficient and effective service to BWS water consumers.
- Develop and implement short-term and long-term goals and objectives pertaining to the operation of the BWS water system.
- Oversee the planning and review of division programs for the proper design, operation and maintenance of the water system facilities to ensure efficient, effective and timely distribution of quality water.
- Develop and justify the operating and capital improvement budget for the division.
- Serve as principal advisor to the Manager and Chief Engineer on water system operations and its related programs.
- Develop internal procedures and practices for providing the highest quality of services and coordinative efforts among managers, supervisors and employees.
- Determine needs and develop specific plans for organizational or operational changes that have the potential for significant impact on the division.
- Oversee the coordination of internal work and resolve conflicts among staff in areas of shared responsibility, personnel, and other administrative issues and concerns.
- Keep employees informed of BWS and division goals and objectives, ensuring that revised policies, procedures, methods and related work changes are implemented and executed in the proper and timely manner.

Minimum Qualification Requirements
At time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.
EDUCATION REQUIREMENT:
Equivalent to graduation from a regionally-accredited four-year college or university with a bachelor’s degree in mechanical engineering, electrical engineering, civil engineering, or a related engineering field.

EXPERIENCE REQUIREMENT:
Five (5) years of registered professional mechanical, electrical or civil engineering experience, two (2) of which shall have involved the operation and evaluation of water or related systems and pumping or industrial plant machinery and equipment, including or supplemented by three (3) years of experience in an administrative capacity.
Applicable Skills Needed
Knowledge of:
- the principles, theories and practices of mechanical and electrical engineering and hydraulics
- the methods, techniques and procedures utilized in the administration of engineering systems and evaluation of mechanical and electrical systems, equipment and operations including installation, operation, control, maintenance, repair and testing of electrical and mechanical pumping equipment and telemetering and supervisory control systems
- treatment and quality control practices and methods
- applicable Federal and State laws, City ordinances, rules and regulations
- current/best technologies and practices, national standards and engineering codes
Ability to:
- lead, direct and administer the operations for pumping plants and storage facilities and re-engineer work processes
- plan, organize, coordinate and evaluate plant operations and related programs
- review and analyze plans and specifications relating to engineering projects involving pumping and related systems
- confer with design engineers to provide expertise on plans and specifications, system modifications, new equipment, etc
- supervise and conduct engineering analyses and research studies
- prepare administrative and technical reports
- deal tactfully and communicate effectively with others
QUALIFYING EXPERIENCE:
For this position, the qualifying experience in an administrative capacity must conclusively demonstrate the scope and level of experience comparable to that of a branch chief or higher.
QUALITY OF EXPERIENCE:
Having the required number of years of experience will not in itself be accepted as qualifying for the position. Your overall experience must have been of such scope, level and responsibility as to conclusively demonstrate the ability to perform the duties of the position.
LICENSE REQUIREMENT:
- Valid driver’s license (Type 3/automobile), as required.
- Current State of Hawaii registration as a professional civil, electrical, or mechanical engineer.
