Assignment Title: Consultancy Services for Expansion of the Flood Forecasting Model and Development of Basin Based Model for FFWC

The Government of the People’s Republic of Bangladesh (GoB) has received a credit from the International Development Association (IDA) towards the cost of Bangladesh Sustainable Recovery, Emergency Preparedness and Response Project, with Bangladesh Water Development Board (BWDB) as one of the implementing agencies, and intends to apply a part of the proceeds of this credit for the consultancy services for Consultancy Services for Expansion of the Flood Forecasting Model and Development of Basin Based Model for Flood Forecasting & Warning Centre (FFWC) of BWDB.

The consulting services (“the Services”) include i) Develop/update river basin wise hydrological models using multiple hydro-meteorological data  ii) development of 2D river basin specific inundation models of selected rivers (Gumti, Little Feni and Feni-Muhuri-Selonia) in Eastern region (Cumilla, Noakhali and Feni districts) and of the Brahmaputra river in Northern region (Kurigram, Gaibandha and Jamalpur districts) iii) enhance existing Decision Support System (DSS) iv) enrich capacity of FFWC of BWDB v) Review of literature and data collection etc.

The duration of the assignment will be about 36 (thirty six) months or project completion period whichever is earlier. The assignment is expected to commence in June 2026.

The Bangladesh Water Development Board (BWDB) now invites eligible national consulting firms (“Consultants”) to indicate their interest in providing the Services for Expansion of the Flood Forecasting Model and Development of Basin Based Model for FFWC.  The interested Consultancy Firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

  1. General Experience of the Firm in providing similar services (core business and years in business);
  2. Experience in similar assignments of compatible size, complexity and technical specialty in the required areas. The consultant should have proven experience of developing at least two flood forecasting and early warning systems in national/international level which are under regular operation. Experience of developing operational flood forecasting system using MIKE + and Decision Support System using MIKE OPERATIONS is mandatory. The consultant should have a successful record of procurement and delivering MIKE software as well as capacity building through training and technology transfer.
  3. Technical and managerial capacity of the consultant including staffing, logistics.

Key Experts will not be evaluated at the shortlisting stage.

The consultants are requested to submit at least the following supporting documents in support of the above mentioned criteria: i) Registration documents from the country of the firm ii) JV agreement / Letter of intention (if applicable) iii) Firms brochure iv) Audited financial report for last 3 (three) years v) List of the firm’s in house/ regular staff with relevant expertise vi) Description of experience of similar assignments (including nature, scope of services, contract amount, name of the employer, period of contract (from contract signing to completion), funding agency(s), location /country of services) v) Description of experience of developing operational flood forecasting system using MIKE + and Decision Support System using MIKE OPERATIONS, etc.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers, Sixth Edition, February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. The qualifications of sub-consultants will not be considered in the EoI evaluation and Shortlisting process. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. It is preferable to limit the maximum number of JV partners to 4 (four) including the Lead Firm. In the case of an association (JV or Sub-consultancy), the Consultants must explain in the EoI submission including a) the rationale for forming the association and b) the anticipated role and relevant qualifications of each member of the Joint Venture and /or of each Sub-consultant for carrying out the assignment, to justify the proposed inclusion of the JV members and/or Sub-consultants in the association. Failure to provide the above explanation in the EoI may risk the association not being shortlisted for the assignment.

A Consultant will be selected in accordance with the Quality and Cost-based Selection (QCBS) method set out in the Procurement Regulations and the contract will be Lump Sum.

Expressions of interest must be delivered in a written form to the address below in person, or by mail or by email by 15.00 local time (GMT+ 6 hours) on or before February 19, 2026. In the case of hard copy, one original and three copies including a soft copy in a Pen Drive should be submitted clearly marked “Expression of Interest” for the “Consultancy Services for Expansion of the Flood Forecasting Model and Development of Basin Based Model for FFWC” (Contract Package No. BSTRONG/BWDB/S-07).
