GEOTECHNICAL SPECIALIST â MEMBER OF THE DAM SAFETY PANEL OF EXPERTS (DSPE)

The Government of the Republic of Angola (GoA) has received financing from the World Bank and the French Agency of Development (AFD) toward the cost of the Climate Resilience and Water Security in Angola ( RECLIMA), and intends to apply part of the proceeds of the financing to procure the services of an individual consultant for the position of a Geotechnical Specialist â member of the Dam Safety Panel of Experts (DSPE).
The Geotechnical Specialist will be hired to integrate into a Dam Safety Panel of Experts (DSPE) and, in that capacity, to provide independent review and recommendations to the FCMU (Client) for ensuring that safety issues of RECLIMA activities related to dams – and Sendi and Kimaya Dams rehabilitation in particular – be financed by the World Bank are adequately addressed in terms of design, construction, operation and maintenance as required by the Environmental and Social Framework / Environmental and Social Standard 4: Safety of Dams, of the World Bank.

The Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA) now invites eligible individual consultants to indicate their interest in providing the services. Interested individual consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.).
The Consultant must have the following qualifications:
- Has a minimum of a university degree in Geology, Geotechnical Engineering or other relevant majors. Having advanced degrees is preferred.
- Fluency in English (both for speaking and writing).
- Minimum 15 years of experience as a geotechnics specialist in designing and construction of large dams including embankment dams.
- Minimum 15 years of experience in rock scouring assessment and energy dissipation design of large dams,
- Minimum 15 years of experience of working in internationally financed Hydrology, Hydraulics, Water Resources projects.
- Extensive experience in dam design, construction, operation, and safety review.
- Computer skills, including Microsoft Office and other commonly used office software.
- Strong communication, interpersonal, analytical, and problem-solving skills.
- Familiarity with internationally accepted dam safety guidelines, such as the International Commission on Large Dams (ICOLD) and international best practices.
Will be considered an advantage:
- Having done similar dam related work in the last three years,
- Having taken part in a Dam Safety Panel,
- Fluency in Portuguese or Spanish
The estimated total input is 75 person days.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bankâs âProcurement Regulations for IPF Borrowersâ November 2020 (âProcurement Regulationsâ), setting forth the World Bankâs policy on conflict of interest.
A Consultant will be selected in accordance with the Selection Method for Individual Consultant set out in the World Bank Procurement Regulations paragraph 7.34.
