Why does the job exist?
The Point Source Lead Water Resources Professional supports the mission of the Surface Water Quality Bureau by developing and implementing a new state-led surface water quality discharge permitting program that complies with federal and state regulations authorized by the federal Clean Water Act, New Mexico Water Quality Act, and New Mexico Pollution Elimination System Act.
This position (and the team) protects, manages, and oversees water resources for the state, including rivers, streams, lakes and wetlands that are used for drinking water, recreation, agriculture, livestock, and aquatic life. Ultimately, a state-implemented permitting program better protects New Mexico’s precious water resources by using local knowledge and priorities to preserve, improve and advocate for clean water for our communities and our industries.
How does it get done?
– Serve as the Point Source Discharge Permit Lead and assist with development to ensure successful roll-out and implementation of a new state-led surface water discharge permitting program and as a subject matter expert and source of testimony on point source discharges to surface waters and other complex water quality matters
– Participate in development, revision, and implementation of surface water quality regulations related to surface water discharges and surface water quality protections
– Assist with development of a data management system to support the surface water discharge permitting program
– Develop permitting standard operating procedures, quality assurance documents, policies, guidelines, templates for the program
– Prepare surface water discharge permits based on state regulatory requirements and surface water quality standards or applicable scientific studies
– Evaluate and analyze water quality data for permit applications, permit renewals, water quality compliance, antidegradation reviews, effluent limitations or other permit conditions, etc.

– Occasional contact with external Federal, State and Local regulatory bodies as well as contractors and environmental not for profit organizations

Ideal Candidate
An ideal candidate will have experience in the following:
– Working in a regulatory-driven environment
– Developing and implementing environmental statues, regulations, policies, and guidance for surface water permitting
– Reviewing and drafting technical or regulatory surface water quality documents
– Communicating effectively and professionally
– Applying strong technical and/or analytical skills to evaluate qualitative and quantitative data of New Mexico’s rivers and streams
Minimum Qualification
Bachelor’s Degree in Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography, Forestry/Forest Science, Conservation Science, Wildlife Science, Emergency Management, or Engineering and six (6) years of relevant experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid New Mexico Driver’s License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Occasional field work in or around water in all weather conditions and various regulated facilities and properties. Travel and overnight stays required. Must be able to climb stairs and ladders. Must be able to lift 25 pounds. Normal work schedule is 40-hours per week, Monday through Friday, 8am to 5pm.
