Objective and Purpose of the Assignment
Government of Bangladesh implementing a project titled ‘Integrated Services and Livelihood for Displaced
Rohingya People and Host Communities’ Improvement Project (ISLIP)’ under DPHE to install and operate
WASH infrastructure to promote the basic WASH service delivery for the FDMN (at Bhasanchar, Noakhali)
and scaling up healthy WASH environment (like safe water supply, hygiene sanitation and integrated waste
management) of Host Community (host community of Cox’s Bazar district) through the project. The project
is aimed at reaching the target 6 of SDG through its scheduled project activities. With this noble
vision, the Government of Bangladesh is emphasizing the importance of water supply and sanitation for
protection of environment leading to improved health status and thus the sector considered as the top
priority one. As per the positive intention of Government policy, the project will fully dedicate to
promoting water supply through pipeline network. On the other hand, environmental sanitation system
(though individual household and integrated waste management system) could ensure a sound hygiene
environment in the project area. So, it needs to develop the water supply with piped network, and
environmental sanitation system by providing household toilet integrated waste management facilities for
the targeted beneficiaries of the project area.
The Development Partner Asian Development Bank (ADB) come forward to support the displaced people from
Myanmar with a grant support in terms of developing infrastructure including water supply and
sanitation. A noted facilities on WASH intervention was provided through Emergency Assistance Project
(DPHE Part) to the host communities of Cox’s bazar and FDMN communities under Ukhiya and Teknaf Camp.
But still to make some WASH infrastructure sustainable, some renovation, capacity enhancement, O&M
activities of existing WASH facilities in camps, Mobile Treatment plant etc. services are to targeted to
make available to make the said infrastructure and system functionable and sustainable.
The project aims to implement WASH facilities (20 Piped Water Supply Schemes, 84 km transmission line
from Palongkhali to Teknaf, secondary transmission line from Palongkhali to camps (22, 24, 25, 26, 27,
Nayapara RC), pump stations, HH connections at Teknaf Municipality and Palongkhali Host Community will
be constructed along with extensive and integrated awareness program for Hygiene promotion activities
with support of Technical and social firms).
Scope of Work
Under the guidance of the Project Director and the direct leadership of the CWIS-FSM – Team Leader, the
FSM Expert shall provide policy-aligned technical support for the implementation of project activities,
with a focus on institutional strengthening and systems sustainability. This shall include undertaking
systematic assessments of the performance, efficiency, and operational status of WASH and waste
management technologies across the country; formulating and supporting the implementation of operation,
maintenance, and long-term sustainability frameworks for sanitation and waste management systems;
designing and delivering structured technical training and capacity-building programs for DPHE staff,
system operators, and local authorities on O&M and performance monitoring; leading knowledge management
and innovation initiatives to facilitate the adoption and scaling-up of appropriate, climate-resilient
WASH and sanitation technologies; and supporting the Project Management Unit (PMU) in ensuring full
compliance with the technical standards, policies, and guidelines of the Asian Development Bank (ADB),
the Government of Bangladesh (GoB), and relevant international best practices.
These Terms of Reference describe the responsibilities and tasks of the PMU’s Faecal Sludge Management
(FSM) Expert.
Detailed Tasks and/or Expected Output
The FSM expert will be responsible for ensuring the effective technical assessment, operational
sustainability, and innovation support for promoting City Wide Inclusive Sanitation (CWIS) approaches,
Faecal Sludge Management (FSM), WASH and waste management systems implemented under the Project. The
following are the major duties and responsibilities of the designated post:
- Conduct systematic functionality assessments of WASH infrastructure, FSM and integrated waste
management technologies implemented under the Project. - Evaluate the performance and treatment efficiency of fecal sludge treatment plants (FSTPs), Omni
Processor units, and solid waste treatment facilities in line with the Bangladesh Environmental
Conservation Rules 2023 and Bangladesh Solid Waste Management Rules 2021. - Develop a comprehensive Service Level Benchmarking (SLB) framework for sanitation and solid waste
management to support performance monitoring and decision-making. - Prepare operational plans, maintenance schedules, and O&M guidelines to ensure long-term
sustainability of treatment facilities. - Provide hands-on technical troubleshooting to DPHE staff, field engineers, and system operators to
improve system functionality and operational efficiency. - Support the PMU in integrating technical recommendations into project planning, system optimization,
and implementation strategies. - Design and deliver capacity-building training on O&M, system diagnostics, and performance monitoring
aligned with SLB indicators for DPHE, LGIs, and local operators. - Develop performance monitoring tools, templates, and checklists for routine evaluation of sanitation
and waste treatment systems. - Review, assess, and document innovative technologies including Omni Processors, plasma gasifiers, and
other waste-to-energy systems as part of the project’s learning and innovation agenda. - Support knowledge management initiatives, including capturing lessons learned, preparing case
studies, and documenting best practices from project interventions. - Organize and contribute to technical workshops and learning events to disseminate findings and
promote scalable and innovative sanitation technologies. - Prepare periodic technical reports, assessment summaries, compliance analyses, and other
documentation in accordance with ADB reporting requirements. - Coordinate closely with the PMU, DPHE, LGIs, and development partners to ensure effective
implementation, monitoring, and integration of technical improvements across project activities.
Minimum Qualification Requirements
• Must have a Master’s degree in Environmental Engineering/ Civil Engineering/ Water Resource
Engineering/ Sanitation Engineering.
• Advanced international postgraduate certification/diploma from abroad in relevant environmental or
sustainability fields will be added advantage.
• Twelve (12) years of progressively responsible experience in the civil engineering and development
sector, including seven (7) years of proven experience in Citywide Inclusive Sanitation (CWIS)
approaches, Water, Sanitation and Hygiene (WASH)/ Integrated Waste Management (IWM) and/or Faecal Sludge
Management (FSM).
• Experience in working with international NGOs or managing foreign-funded development projects
following City Wide Inclusive Sanitation (CWIS) approach supported by bilateral or multilateral donor
agencies will be given preference.
• Practical experience in designing, preparing drawings, and developing Bills of Quantities (BoQs) for
Integrated Waste Management (IWM) plants within Government led projects.
• Experience in providing technical support on integrated waste management in Government led projects.
• Experience in developing CWIS related guidelines and business models etc. for Integrated Waste
Management (IWM) within Government led projects.
• Experience in capacity building for DPHE engineers and municipal staff, including hands-on training on
plant operations and O&M for integrated waste treatment plants.
• Experience in delivering training on Shit Flow Diagrams (SFDs) and Waste Flow Diagrams (WFDs) for
analyzing sanitation and waste system performance of Municipalities.
• Strong knowledge of advanced innovative technologies for Integrated Waste Management (Faecal Sludge
and Solid Waste).
• Experience in publishing analytical reports, peer reviewed proceedings/papers on WASH.
• Understanding of national WASH policies, strategies and regulatory standards (ECR 2023, Bangladesh
Solid Waste Management Rules 2021), CWIS principles, and JMP reports
