Objective and Purpose of the Assignment

Government of Bangladesh implementing a project titled ‘Integrated Services and Livelihood for Displaced
Rohingya People and Host Communities’ Improvement Project (ISLIP)’ under DPHE to install and operate
WASH infrastructure to promote the basic WASH service delivery for the FDMN (at Bhasanchar, Noakhali)
and scaling up healthy WASH environment (like safe water supply, hygiene sanitation and integrated waste
management) of Host Community (host community of Cox’s Bazar district) through the project. The project
is aimed at reaching the target 6 of SDG through its scheduled project activities. With this noble
vision, the Government of Bangladesh is emphasizing the importance of water supply and sanitation for
protection of environment leading to improved health status and thus the sector considered as the top
priority one. As per the positive intention of Government policy, the project will fully dedicate to
promoting water supply through pipeline network. On the other hand, environmental sanitation system
(though individual household and integrated waste management system) could ensure a sound hygiene
environment in the project area. So, it needs to develop the water supply with piped network, and
environmental sanitation system by providing household toilet integrated waste management facilities for
the targeted beneficiaries of the project area.

The Development Partner Asian Development Bank (ADB) come forward to support the displaced people from
Myanmar with a grant support in terms of developing infrastructure including water supply and
sanitation. A noted facilities on WASH intervention was provided through Emergency Assistance Project
(DPHE Part) to the host communities of Cox’s bazar and FDMN communities under Ukhiya and Teknaf Camp.
But still to make some WASH infrastructure sustainable, some renovation, capacity enhancement, O&M
activities of existing WASH facilities in camps, Mobile Treatment plant etc. services are to targeted to
make available to make the said infrastructure and system functionable and sustainable.

The project aims to implement WASH facilities (20 Piped Water Supply Schemes, 84 km transmission line
from Palongkhali to Teknaf, secondary transmission line from Palongkhali to camps (22, 24, 25, 26, 27,
Nayapara RC), pump stations, HH connections at Teknaf Municipality and Palongkhali Host Community will
be constructed along with extensive and integrated awareness program for Hygiene promotion activities
with support of Technical and social firms).

Scope of Work

Under the overall guidance of the Project Director and the direct supervision of the CWIS-FSM Team
Leader, the FSM Capacity Building Coordinator shall provide strategic oversight and implementation
support for the administrative and financial management of FSM capacity-building activities under the
project. The Coordinator shall support the execution and supervision of administrative and financial
functions related to capacity-building interventions, including budget tracking, expenditure monitoring,
and compliance with approved workplans and project guidelines.

The Coordinator shall act as the focal point for the planning, coordination, and implementation of FSM
capacity-building activities, ensuring timely and effective delivery of trainings, workshops, and
learning events. Responsibilities shall include preparation of participant and guest lists, issuing
invitations, follow-up coordination, logistical arrangements, updating training materials and
presentations, participant management, and post-event documentation and reporting.

Detailed Tasks and/or Expected Output

The following are the major duties and responsibilities of the designated post:

• Coordination for planning, scheduling, logistics, and quality assurance of all FSM capacity-building
activities, including trainings, workshops, exposure visits, and stakeholder consultations.
• Provide administrative and financial management related to FSM capacity-building activities, including
budget planning, fund utilization, disbursement scheduling, bookkeeping, reconciliation, and financial
documentation in accordance with ADB and GoB requirements.
• Support field-level financial management practices related to FSM capacity-building interventions and
compile periodic financial and implementation progress reports for review by the Senior FSM Expert and
PMU.
• Maintain a comprehensive book keeping and records system for all FSM capacity-building activities,
including participant lists, attendance sheets, training materials, feedback, financial records, and
compliance documentation.
• Support the PMU in preparing FSM component budgets, financial forecasts, and expenditure plans for
current and subsequent phases of the project, ensuring alignment with approved project frameworks and
timelines.
• Coordinate closely with the DPHE Accounts Department to ensure timely fund flow, budget tracking,
financial reporting, and compliance with applicable financial policies, rules, and audit requirements.
• Assist the CWIS-FSM Team Leader in preparing progress reports, financial summaries, and supporting
documentation required by ADB, GoB, and other project stakeholders.
• Ensure compliance with ADB financial management guidelines, Government of Bangladesh regulations.
• Perform any other financial, administrative, or coordination tasks assigned by the CWIS-FSM Team
Leader , Project Director, or DPHE management in support of effective FSM capacity building and project
objectives.

Minimum Qualification Requirements

• Masters degree in accounting/ finance or related subjects;
• Advance postgraduate certification/diploma in financial management is highly desirable.
• Eight (08) years of general work experience in financial and/or administrative management;
• Four (04) years of work experience as Accounts officer and/or Admin coordinator within the Government
Agency financed by Multilateral Development Partner
• Knowledge of Citywide Inclusive Sanitation (CWIS) and FSM implementation in Government led projects.
• Proven experience in planning, scheduling, logistics, and quality assurance of capacity-building
activities related to sanitation, FSM and/or solid waste management.
• Strong skills in documentation and reporting, including preparation of training materials, attendance
records, activity reports, and post-training follow-up documentation.
