Objective and Purpose of the Assignment
- Knowledge and support TA 6994-REG: Water Organization Partnerships for Resilience (WOP4R) was
approved on 12 October 2022 as ADB’s Technical Assistance (TA) program. The TA is to be implemented
until 31 December 2028. - The TA is expected to deliver the following outputs: (i) capacity development for increased water
resilience supported, and (ii) support for increased knowledge base on water resilience expanded. The
TA’s outcome will be resilient investments and policies in the water sector increased. - Under Output 2, the project aims to support knowledge-sharing activities to disseminate good
practices and lessons learned from the twinning partnerships through good practice notes, knowledge
products and videos. The target audience for these knowledge materials are water entities in Asia and
the Pacific.
Scope of Work
The Consultant will provide comprehensive support for monitoring and evaluation (M&E), assessment,
documentation, and learning and knowledge management. The Consultant will work on both project
(twinning) and program levels, and across the twinning categories (utility, RBO/IWRM, and city-to-city
partnerships).
Detailed Tasks and/or Expected Output
Detailed Tasks and Deliverables
- Implement M&E framework
a. Support all twinning leads in working with Mentees and Project Officers to implementing the M&E
framework
b. Support WOP4R Program Manager in consolidating results and outcomes into concise and action-oriented
reports
c. Adapt and refine the M&E framework as needed based on internal (e.g., TA administration) and external
requirements
- Documentation and reporting
a. Support all twinning leads in preparing regular reports and twinning-level documentation (e.g., DV,
RV, and KV reports)
b. Support Program Manager and/or TA Administrators in preparing internal reports
- Knowledge management and learning opportunities
a. Work closely with twinning leads to develop knowledge products and solutions
b. Work with WOP4R Program Manager on knowledge dissemination, aligned with the program’s broader
communication strategy
c. Support the development of the alumni network and implementation of value-adding learning
opportunities
d. Support opportunities for linking knowledge with other ADB platforms and external partnerships (e.g.,
World Bank NewIBNET)
e. Develop learning tools and methods for special topics - Program assessment
a. Periodically review overall program effectiveness and efficiency
Minimum Qualification Requirements
- Minimum Bachelor’s degree, Master’s degree preferable.
- Minimum of 10 years of relevant international professional experience preferably with Twinning
Partnership Experience. - International assignments in similar geographic area.
Minimum General Experience: 15 Years
Minimum Specific Experience (relevant to assignment): 10 Years
