Objective and Purpose of the Assignment

Government of Bangladesh implementing a project titled ‘Integrated Services and Livelihood for Displaced
Rohingya People and Host Communities’ Improvement Project (ISLIP)’ under DPHE to install and operate
WASH infrastructure to promote the basic WASH service delivery for the FDMN (at Bhasanchar, Noakhali)
and scaling up healthy WASH environment (like safe water supply, hygiene sanitation and integrated waste
management) of Host Community (host community of Cox’s Bazar district) through the project. The project
is aimed at reaching the target 6 of SDG through its scheduled project activities. With this noble
vision, the Government of Bangladesh is emphasizing the importance of water supply and sanitation for
protection of environment leading to improved health status and thus the sector considered as the top
priority one. As per the positive intention of Government policy, the project will fully dedicate to
promoting water supply through pipeline network. On the other hand, environmental sanitation system
(though individual household and integrated waste management system) could ensure a sound hygiene
environment in the project area. So, it needs to develop the water supply with piped network, and
environmental sanitation system by providing household toilet integrated waste management facilities for
the targeted beneficiaries of the project area.
The Development Partner Asian Development Bank (ADB) come forward to support the displaced people from
Myanmar with a grant support in terms of developing infrastructure including water supply and
sanitation. A noted facilities on WASH intervention was provided through Emergency Assistance Project
(DPHE Part) to the host communities of Cox’s bazar and FDMN communities under Ukhiya and Teknaf Camp.
But still to make some WASH infrastructure sustainable, some renovation, capacity enhancement, O&M
activities of existing WASH facilities in camps, Mobile Treatment plant, FSM and waste management etc.
services are to be targeted to make available to make the said infrastructure and system functionable
and sustainable.
The project aims to implement WASH facilities (20 Piped Water Supply Schemes, 84 km transmission line
from Palongkhali to Teknaf, secondary transmission line from Palongkhali to camps (22, 24, 25, 26, 27,
Nayapara RC), pump stations, HH connections at Teknaf Municipality and Palongkhali Host Community will
be constructed along with extensive and integrated awareness program for Hygiene promotion activities
with support of Technical and social firms). The project also aims to support the FSM and waste
management practices within the camps.

Scope of Work

The CWIS-FSM Water and Sanitation Specialist/Team Leader shall provide strategic technical leadership,
policy guidance, and overall management support for Faecal Sludge Management (FSM) capacity-building
initiatives in Bangladesh following Citywide Inclusive Sanitation (CWIS) approach, under the supervision
of the Project Director. The assignment aims to strengthen the institutional capacity of DPHE and
partner local government institutions by enabling them to plan, design, implement, and sustainably
operate and maintain (O&M) pro-poor, climate-resilient FSM and waste management systems in line with
national priorities and international best practices.
In a senior leadership capacity, and supported by a multidisciplinary team comprising an FSM Expert, a
Social Development Expert, and an FSM Capacity Development Coordinator, the FSM Expert will oversee the
assessment of performance, efficiency, and operational status of existing WASH and waste management
infrastructure across the country. The CWIS-FSM – Team Leader will lead the development and
implementation of operational, maintenance, and long-term sustainability frameworks for sanitation and
waste management systems, and design and deliver structured technical training and capacity-development
programs for DPHE personnel, system operators, and local authorities, with a focus on O&M, performance
monitoring, and institutional strengthening.
The CWIS-FSM-Team Leader shall also support the Project Management Unit (PMU) in ensuring compliance
with applicable technical standards, policies, and guidelines of the Asian Development Bank (ADB), other
bilateral and multilateral development partners, the Government of Bangladesh, and relevant
international norms.

Detailed Tasks and/or Expected Output

Technical Leadership and Strategy
• Undertake the technical assessment of existing FSM and waste management practices, regulatory
frameworks, institutional roles, and financial models within the project Pourashavas.
• Develop a comprehensive FSM capacity building strategy for DPHE, Pourashavas, and private sector
operators, focusing on the entire service chain (containment, collection/transport, treatment, and
beneficial reuse).
• Lead the advocacy initiatives related to City-Wide Inclusive Sanitation (CWIS) or integrated waste
management through DPHE/Government led organization.
• Oversee the development of standardized FSM and waste management tools and guidelines (e.g.,
procurement documents, design specifications for FSTPs and Integrated waste management, standard
operating procedures (SOPs)) for adoption by DPHE and local governments.
• Providing guidance on the planning, design, and management of FSM infrastructure;

Capacity Building and Training Delivery
• Design, prepare, and deliver specialized training modules for DPHE engineers and technicians in
collaboration with academia (e,g, ITN-BUET and others) and other individual consultants of Project
Implementation Unit (PIU) on advanced FSM topics, including co-treatment options, sludge drying bed
optimization, and quality assurance/quality control (QA/QC) for construction.
• Implement a Mentoring and Coaching Program for DPHE’s central and field-level FSM staff to
institutionalize best practices in project management, contract supervision, and community engagement
for FSM and waste management.
• Facilitate knowledge transfer and peer-to-peer learning between project Pourashavas and other high-
performing FSM and waste management practitioners within the region.
Institutional and Policy Support
• Support DPHE in strengthening the institutional structure for FSM and waste management at the national
and local levels, clarifying roles and responsibilities in service provision and regulation.
• Coordinate WASH Sector Coordination in promoting CWIS Approach in collaboration with MAB, ITN-BUET,
WASH Networks and WASH sector Actors Advise the government on policy, regulatory, and financial reforms
necessary for private sector participation in desludging, treatment, and beneficial reuse/co-composting.
• Assist the Project Implementation Unit (PIU) in ADB compliance tasks, including adherence to
procurement, financial management, and environmental/ social safeguard requirements specific to FSM
facilities.
Management and Reporting
• Serve as the primary technical point of contact for the Project Director (DPHE) and ADB for the FSM
and waste management component.
• Oversee the works of other individual consultants related to FSM and Waste Management, like FSM
expert, FSM Social Development Expert and FSM Capacity Building Coordinator. Assist the Project director
in allocation of resources, monitor performance, and ensure the timely submission of all deliverables by
other FSM related consultants.
• Prepare high-quality reports (Inception, Quarterly Progress, Mid-term Review, and Final Report, FSM
institutional and capacity assessment report, capacity building strategy report, standardized FSM and
waste management tools and guidelines, training material, ) detailing technical progress, capacity gain
indicators, and key recommendations.
• Support the Project Director to provide strategic and technical leadership in FSM Capacity Building

Minimum Qualification Requirements

• Must have a Master’s degree in Environmental Engineering/ Civil Engineering/ Water Resource/
Sanitation Engineering or any other relevant field.
• PhD in Civil/Environmental Engineering/ Water Resource/ Sanitation Engineering or any other relevant
field will be added advantage.
• Twenty (20) years of general working experience in civil/environmental engineering planning, design,
construction or project management works
• Ten (10) years extensive experience in FSM (Faecal Sludge Management) and waste management planning,
design, operations, and policy, specifically in a developing country context.
• Proven record on implementing integrated waste management (both faecal sludge and solid waste) in
municipality following CWIS approach
• Proven record of prior experience in leading team(s) of technical experts of water/ sanitation and
waste management projects/institutions/organizations.
• Involvement and clear understanding of latest waste management technologies implemented in the country.
• Supporting CWIS approach implementation in the Government led project
• Experience in developing projects financed by Multilateral Development Banks (MDBs) with deep
understanding of their project implementation, procurement, and safeguard policies will be advantageous.
• Clear understanding of WASH institutional arrangements including DPHEs, Pourashava operations, and
local institutional challenges, is highly desirable.
• Contributions/ involvement in developing in national level WASH strategies, policies, guidelines
• Blended professional experiences as academia and professional arena is required.
• Proven record of analytical and advocacy and communications skills including ability to write
reports/papers/journal/proceedings/book clearly and concisely.
• Ability to build effective working relations with Client’s and colleagues.
