1. Purpose of Activity/Assignment:

The states of AP, Karnataka and Telangana are progressing in ODF +, FHTC coverage and WASH in Institutions coverage. However, to accelerate progress and reach last mile, a gap exists in dedicated analytical and knowledge management support, critical for systematic results tracking, robust evidence interpretation, and the translation of insights into actionable strategies. This consultancy addresses this gap by providing targeted technical assistance in data collection, analysis, and dissemination, thereby strengthening evidence-informed policymaking, monitoring, and programme adaptation across the three states. The consultant’s provision of upstream expertise in evidence and knowledge management is integral to advancing sustainable and inclusive WASH outcomes in line with strategic imperatives.

The Evidence and Knowledge Management Expert will provide technical support in evidence generation, monitoring, analysis, and dissemination for WASH and Climate Change & Environmental Sustainability (CCES) across Andhra Pradesh, Telangana, and Karnataka. The assignment aims to strengthen the use of data, learning, and evidence for adaptive programming and policy guidance, aligned with national priorities and Sustainable Development Goal (SDG) 6. 

The consultant will support implementation monitoring, documentation of lessons learned, synthesis and interpretation of data, and dissemination of knowledge products to inform evidence-based, climate-resilient, and inclusive WASH–CCES programmes. Integral to this role is the comprehensive management of evidence and knowledge functions as delineated in the Rolling Work Plan for the three states, thereby supporting informed decision-making and ensuring the sustainability of programming interventions.

2. Scope of Work (Include Background/Rationale/Key Objectives of the Assignment):

Background

For over seven decades, our organization has championed the rights and well-being of children across 190 countries and territories, ensuring access to safe water, sanitation, hygiene, education, and protection. The Hyderabad Field Office (HFO) supports the states of Andhra Pradesh, Telangana, and Karnataka to deliver on these outcomes.

Ensuring sustainable and equitable WASH services requires continuous generation and application of robust evidence. provides technical and knowledge support to state governments in implementing flagship programmes such as the Jal Jeevan Mission (JJM), Swachh Bharat Mission (SBM), and WASH in Institutions (WII), with a strong focus on Climate Change and Environmental Sustainability (CCES), equity, and gender inclusion.

Sustaining achievements in these areas depends on systematic evidence generation, analytical monitoring, and institutional knowledge management capacities. These enable adaptive programming, replication of successful interventions, and integration of climate resilience and disaster risk reduction into WASH systems. Strengthened data systems and shared learning will help maintain ODF gains, ensure safe water delivery, and advance SDG 6 targets. 

3. Rationale

This assignment contributes to Outcome 5 of Country Programme: By 2027, children and caregivers, particularly the most vulnerable, have access to and use gender-sensitive, climate-resilient, safe, and affordable WASH services at home and in institutions, and adopt improved hygiene practices.

Specifically, the position supports to strengthen government and partner capacities in technical expertise, social behaviour change, and gender-transformative approaches to plan, implement, and monitor equitable, climate-resilient, and sustainable sanitation, hygiene, and water services across communities and institutions.

The Rolling Work Plans for Andhra Pradesh, Telangana, and Karnataka articulate ambitious goals encompassing water, sanitation, institutional WASH, menstrual hygiene management, disaster risk reduction, and CCES. Presently, a pronounced gap exists in dedicated analytical and knowledge management support, critical for systematic results tracking, robust evidence interpretation, and the translation of insights into actionable strategies. This consultancy addresses this gap by providing targeted technical assistance in data collection, analysis, and dissemination, thereby strengthening evidence-informed policymaking, monitoring, and programme adaptation across the three states. The consultant’s provision of upstream expertise in evidence and knowledge management is integral to advancing sustainable and inclusive WASH outcomes in line with strategic imperatives.

4. Objectives of the assignment

The Expert will work to achieve the following objectives: 

  1. Generate, analyze, and synthesize evidence from WASH, CCES, and DRR interventions across Andhra Pradesh, Telangana, and Karnataka. 
  2. Support monitoring, analysis, and reporting to identify progress, gaps, and lessons for adaptive e programming. 
  3. Document and disseminate innovations, best practices, and process learnings for use by government, partners, and donors. 
  4. Develop knowledge products—dashboards, briefs, reports, infographics, and presentations—to strengthen planning, policy formulation, and stakeholder engagement. 
  5. Facilitate cross-state learning and replication of effective WASH–CCES practices through knowledge-sharing mechanisms and platforms.  

5. Major tasks to be accomplished:

The assignment will support knowledge documentation, synthesis, and learning under the guidance of the WASH Specialist, contributing to the effective delivery of results outlined in the Rolling Work Plan for CEP and allied sectors (January 2025–December 2027). 

      1. Situational Analyses and System Diagnostics 

  • Develop inception notes defining scope, methodology, tools, and analytical frameworks for WASH-related situation analyses.
  • Conduct state- and sector-specific situational analyses on rural water supply, sanitation systems, institutional WASH, School WASH, and climate-resilient WASH services.
  • Undertake capacity needs assessments for sanitation and drinking water sectors aligned with new and evolving national guidelines.
  • Synthesise findings to inform policy dialogue, programme planning, and system strengthening. 

       2. Review of Sanitation Infrastructure and Service Delivery Systems 

  • Develop and apply standardised tools and checklists to review sanitation infrastructure and service delivery systems.
  • Assess functionality, usage, management practices, and operational efficiency of FSM, IHHLs, MRFs, CSCs, and ODF Plus models across states.
  • Design and apply methodologies for waste characterisation and quantification audits.
  • Analyse service delivery value chains to identify operational gaps and improvement opportunities. 

       3. Policy Implementation and Governance Processes 

  • Review implementation of sanitation, SLWM, and O&M policies to identify governance, coordination, and operational bottlenecks.
  • Document and analyse state actions related to sanitation worker safety, health, and dignity under the NAMASTE framework.
  • Generate governance insights to inform policy refinement, institutional strengthening, and inter-departmental convergence. 

       4. Monitoring Frameworks and Analytical Tools 

  • Design and support development of monitoring frameworks to accelerate programme outcomes, including Har Ghar Jal saturation in underperforming areas.
  • Strengthen analytical tools to support data-driven planning, prioritisation, and course correction.
  • Support integration of monitoring frameworks within existing government systems and review mechanisms.  

       5. Learning and Knowledge Products 

  • Document implementation learnings on sanitation O&M, water supply systems, solarised schemes, informal sector engagement, and circular economy approaches.
  • Develop structured learning products to capture good practices, challenges, and scalable solutions.
  • Facilitate cross-state knowledge sharing to support replication, programme refinement, and evidence-based advocacy. 

       6. Coordination, Documentation, and Technical Support 

  • Prepare high-quality technical reports, learning documents, and analytical notes across thematic areas.
  • Support coordination with state departments and stakeholders to ensure alignment with programme priorities.
  • Ensure timely documentation and reporting in alignment with standards and Rolling Work Plans. 

Expected Achievements (Results & Sustainability) – 2026–2027  

      1. Situational Analyses and System Diagnostics 

  • Robust, state-specific evidence generated on rural water supply gaps, sanitation systems, institutional WASH, and climate-resilient services across Andhra Pradesh and Telangana.
  • Sectoral capacity gaps in sanitation, drinking water, and School WASH identified and aligned with emerging national guidelines, informing system strengthening and future investments.
  • Standardized analytical frameworks are institutionalized to guide evidence-based planning and policy decisions beyond the consultancy period. 

       2. Review of Sanitation Infrastructure and Service Delivery Systems 

  • Standardized tools and methodologies institutionalized for assessment of sanitation infrastructure, FSM, MRFs, CSCs, ODF Plus villages, and waste management systems.
  • Evidence generated on functionality, usage, management efficiency, and value chains of sanitation and waste systems across states to inform corrective actions and service optimization.
  • Review findings embedded within state programme improvement processes, supporting sustained improvements in service delivery quality. 

       3. Policy Implementation and Governance Processes 

  • Improved understanding of implementation status, governance gaps, and operational challenges related to SLWM, O&M policies, and sanitation worker protection mechanisms.
  • State actions under the NAMASTE framework documented and strengthened, reinforcing accountability, worker safety, dignity, and institutional ownership.
  • Governance insights are positioned to inform policy refinement, inter-departmental coordination, and long-term institutionalization. 

       4. Monitoring Frameworks and Analytical Tools 

  • Monitoring and analytical frameworks strengthened to support targeted acceleration of programme outcomes, including Har Ghar Jal saturation in underperforming areas.
  • Data-driven decision-making enhanced through structured monitoring approaches that enable course correction and prioritization within state programmes.
  • Monitoring tools integrated within government systems, supporting sustained performance tracking beyond the consultancy period. 

       5. Learning and Knowledge Products 

  • Actionable learning generated on sanitation O&M, solarized water supply schemes, informal sector integration, circular economy approaches, and water O&M implementation.
  • Cross-state learning products are institutionalized to inform replication, scale-up, and evidence-based advocacy.
  • Knowledge products strengthen programme effectiveness and contribute to a transition from project-based learning to system-wide institutional memory.

  • High-quality evidence, analytical products, and learning documentation systematically inform policy dialogue, programme refinement, and strategic advocacy.

7. Duty station: Hyderabad/Bengaluru/Vijayawada. The consultant will operate in a remote-working modality, with required travel to districts, offices, and frequent inter-state visits across Andhra Pradesh, Telangana, and Karnataka for coordination and programme implementation

9. Minimum Qualifications required: The incumbent should have minimum of Masters/PhD.

Post graduation degree in one of the following fields is required: evaluation studies, public health, social sciences, behavioural change communication, water and sanitation/related subjects or any other related subjects. Additional relevant doctoral degree/post-graduation/other relevant courses that complement/supplement the main degree are a strong asset. (10)

10. Years of Experience/Knowledge/Expertise/Skills required*:

  • Minimum of 15 years of experience of working in developmental sector (10)
  • Minimum 7 years of experience working in Water Sanitation and Hygiene /Disaster Risk Reduction/Climate Change are desirable. And 8 years of experience in program monitoring, evaluation, research, development of Knowledge Products-related work desirable(10)
  • 7 years of experience working with government or international or UN agencies on large WASH or allied projects are desirable (15)
  • 7 years of previous experience of working with the sector flagships (SBM & NRDWP/Jal Jeevan Mission) and allied projects (SSA, TSP, Bal Swachhta Mission & NRHM) on WASH at state level would be considered additional & desirable qualifications. (5)
  • Good Communication and presentation skills in English and one of the local languages (Telugu/Kannada).
  • Well versed with computer skills

Only short-listed candidates will be called for interview. Qualifying score in for interview is 70% of 55 marks i.e., 38.5 (Qualifications, Experience of Similar Work and Sample Document) marks.

To be technically qualified, the candidate must score 70% of 75, i.e., 53 marks (Qualifications, Experience of Similar Work, Sample Document and Interview). The overall qualifying score for the technical evaluation is therefore 52 marks
