1. The Ministry of Industry, Science, Technology & Innovation (MISTI) and the Ministry of Public Works and Transportation (MPWT), through the Ministry of Economy and Finance (MEF) on behalf of the Royal Government of Cambodia (RGC), have received a Credit in the amount of US$163 million equivalent from the International Development Association (IDA) toward the cost of the Water Supply and Sanitation Acceleration Project (WASAC) for six years starting from 2024 to 2029 and intends to apply part of the proceeds for consulting service-firm.

2. The objectives of the assignment are:

  • To provide a unified, scalable, and configurable platform for water supply monitoring and management that meets the needs of diverse stakeholders.
  • To enable secure, role-based access and data sharing among operators, regulators, and the public, supporting both local and international regulatory requirements.
  • To streamline and automate reporting, licensing, compliance, and complaint management workflows, reducing manual effort and increasing transparency.
  • To deliver advanced analytics, dashboards, and GIS capabilities for data-driven decision making and sector-wide performance monitoring.

3. The WASAC Project now invites expressions of interest from eligible consulting firms to undertake the above-mentioned services, for which the detailed Terms of Reference (TOR) can be found at:  https://drive.google.com/drive/folders/1v9CCWWrhFw1Drd4RDTOd9_8oQePmVXwk?usp=sharing or can be obtained at the address given below.

4. Interested Consultants must provide information indicating that they are qualified to perform the services. The shortlisting will be on information demonstrating that the Consultants are qualified to perform the services. The Consultant firm, or firms in the case of a joint venture, are expected to demonstrate the following minimum requirements:

  • At least 15 years of operation in software development, information system design, or digital transformation services and platform for supporting utility regulation, water supply, electricity services, or other similar public-sector fields.
  • Completed at least 2 related assignments involving the design and development of large-scale, web-based information management systems or e-governance platforms over the last 8 years (e.g., national billing systems, regulatory portals, licensing systems, customer service platforms, or analytics systems).
  • Experience developing ICT systems for water or sanitation services, utility regulation, reporting, licensing, or similar assignments in a developing country context is required.
  • Previous work in Cambodia’s utilities sector and utilities regulation platform (e.g., water or energy) is preferable, particularly with government institutions, regulators, or large service providers.

5. Key Experts will not be evaluated at the shortlisting stage.

6. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

7. Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals. Only those firms, which have been shortlisted, will receive notification. A Consultant will be selected in accordance with the Consultants’ Qualification Selection (CQS) method set out in the World Bank’s “Procurement Regulations for IPF Borrowers, Procurement in Investment Project Financing, Fifth Edition, dated September 2023.
