1) Reception structure
Plan Bleu is an organization created by the French authorities more than forty years ago. It is one of the seven Regional Activity Centres (RACs) of the Mediterranean Action Plan (MAP), coordinated by a secretariat based in Athens, and part of the United Nations Environment Programme (UNEP). It is governed by the French Law of 1901, and its headquarters are located in Marseille, at the Tour La Marseillaise. It currently employs around fifteen people.
The Blue Plan is particularly busy:
- to raise awareness among relevant stakeholders and Mediterranean decision-makers about issues related to the environment and sustainable development of the Mediterranean region;
- to identify, collect and process, continuously, environmental as well as economic and social information, useful to actors and decision-makers (functions “environment and sustainable development observatory” and “science-policy interface”), in particular in the areas of direct changes (e.g. demography, climate change) and indirect changes (e.g. acidification, sea level rise) imposed on Mediterranean socio-ecosystems;
- to assess the interactions between environment and economic and social development in order to measure progress towards sustainable development and to support countries in their green and blue transitions;
- to support the development, implementation and monitoring of the Mediterranean Sustainable Development Strategy (MSDS);
- to conduct analyses and prospective studies to help build visions of the future and support decision-making (See RED2020, MED 2050 reports);
- to disseminate and communicate the products and results using methods adapted to the target audiences;
- to advise the Parties to the Barcelona Convention, at their request, according to their trajectory and issues of sustainable development.
2) Job context and responsibilities
The position involves assuming the role of Director within the Blue Plan, reporting directly to the President. The main missions and associated results are as follows:

The incumbent is responsible for ensuring compliance with the internal regulations, particularly those concerning workplace safety. In accordance with the association’s mission, they perform their duties with a constant focus on environmental responsibility.
5) Required skills and desired profile
- Team management and leadership: demonstrated relational and management skills internally (management of personnel and multidisciplinary teams) and externally (relations with administrations, companies, NGOs and International Organizations such as the UN or EU), in communication (conferences, press);
- Intellectual capacity to guide/structure the work of the Blue Plan team, and to take initiatives in the areas of competence of the Blue Plan.
- Demonstrated experience in the field of environment and sustainable development, as well as in the socio-economic considerations associated with them. Relevant qualifications (minimum BAC+5);
- Demonstrated experience in the international, intergovernmental and multilateral field; such experience in connection with the themes addressed within the framework of the Barcelona Convention and more generally of the UNEP Regional Seas Programme would be an asset;
- Excellent written and oral communication skills in French and English (Arabic would be an asset);
- Proficiency in office software and common digital practices is required.
- Demonstrated ability to raise funds and build partnerships;
- The versatility of the position requires a creative and responsive personality, developing trust within the team while knowing how to delegate tasks and missions that can be delegated;
- A strong interest in the Mediterranean region is essential, as is knowledge of its challenges.
6) Recurring constraints of the position
The successful candidate must possess a strong work ethic and high availability, in compliance with labor law, given the frequent travel inherent to the position. Indeed, the international nature of the Blue Plan involves numerous missions abroad, particularly in Mediterranean countries, without neglecting the management of the Blue Plan team.
7) Contract and remuneration
The successful candidate will be based in Marseille . They will be offered a full-time permanent contract.
Annual gross salary between €76k and €91k , depending on the candidate’s experience, plus meal vouchers, health insurance, and transport allowances.
Teleworking possible 2 days per week.
