Project Overview:
This project aims to modernises urban water and wastewater infrastructure in Fiji’s Greater Suva Area to support population growth and protect the environment by reducing non-revenue water, expanding the Kinoya Wastewater Treatment Plant, and strengthening workforce capacity through a regional training programme.
The objective of the Project Implementation Support Consultant (PISC) assignment is provide Water Authority of Fiji (WAF) Infrastructure Delivery Unit (IDU) with project implementation support services to ensure that the project outputs are effectively implemented on schedule, in compliance with the project’s loan and grant covenants. This contract will provide support to the following outputs and the respective locations: Output 1: Performance Based Contract is along the Suva-Nausori Water Supply System in the Central Region of Viti Levu. Output 2: Kinoya Waste Water Treatment Plant in the Nasinu area within the Central Region of Viti Levu. Output 3: Water academy which is to be located in Lautoka area in the Western.
We are currently seeking an experienced International Resettlement Specialist who will manage land acquisition impacts and involuntary resettlement compliance. To work closely with the WAF Land Management Unit and the iTaukei Land Trust Board (TLTB) to operationalize the project’s Resettlement Framework. The goal is to ensure that the project proceeds without social conflict and that all affected persons are treated fairly in accordance with international standards.
Main Duties and Responsibilities:
- Support WAF/IDU to prepared updated IEE including EMP/RPs based on detailed engineering design for ADB endorsement;
- Support WAF to ensure timely approval, including the regulatory approvals and licenses required;
- Conduct capacity building trainings with WAF and national safeguards expert in Supervision Consultant Team on resettlement safeguards to ensure effective monitoring of EMP/CEMP implementation;
- Prepare resettlement inputs into quarterly project progress reports; liaise with national and national safeguards expert in Supervision Consultant Team to collect inputs;
- Prepare semi-annual reports as per ADB Safeguard Policy Statement (2009) that describe the progress of resettlement activities;
- Review the grievance redress mechanism (GRM) and ensure its effective implementation;
- Provide support to WAF/IDU to resolve any safeguards issues that arise, including corrective actions
Knowledge, Skills and Experience Required:
- Degree in Social Development, Sociology, Anthropology, Law, or a related field;
- Minimum of 7 years of demonstrated expertise in all phases of resettlement planning and implementation.
- Specific experience managing resettlement in projects financed by the ADB or World Bank is highly advantageous;
- Prior experience working in Pacific Island Countries is strongly preferred.
- Competent in office packages, Microsoft, excel PowerPoint etc.;
- Good time management skills, with the ability to prioritise work and manage many tasks concurrently;
- Excellent clear and concise communication skills and the ability to work as part of a multi-disciplinary and multi-cultural team;
- Strong cultural awareness and understanding of working in developing countries;
- To have an agile and “Can Do” mindset;
