Project Overview: 

This project aims to modernises urban water and wastewater infrastructure in Fiji’s Greater Suva Area to support population growth and protect the environment by reducing non-revenue water, expanding the Kinoya Wastewater Treatment Plant, and strengthening workforce capacity through a regional training programme.  

The objective of the Project Implementation Support Consultant (PISC) assignment is provide Water Authority of Fiji (WAF) Infrastructure Delivery Unit (IDU) with project implementation support services to ensure that the project outputs are effectively implemented on schedule, in compliance with the project’s loan and grant covenants. This contract will provide support to the following outputs and the respective locations: Output 1: Performance Based Contract is along the Suva-Nausori Water Supply System in the Central Region of Viti Levu. Output 2: Kinoya Waste Water Treatment Plant in the Nasinu area within the Central Region of Viti Levu. Output 3: Water academy which is to be located in Lautoka area in the Western. 

We are currently seeking an experienced Gender and Communications Specialist who will Work with the International gender specialist to Support WAF and its Gender Task Force to undertake all gender monitoring and reporting activities in line with loan/grant covenants, and support implementation of GAP activities. He/She will also support WAF to design and deliver public information and awareness campaigns on the project activities. 

Main Duties and Responsibilities: 

  • Review and report on the implementation status of GAP and measure overall project gender results, challenges and solutions.  
  • Work with WAF’s Gender Task Force to prepare semi-annual GAP implementation progress reports, and inputs on gender into quarterly progress reports   
  • Review baseline gender data and develop robust sex-disaggregated monitoring indicators to track the project’s impact on women and girls; 
  • Assist in the design of the Regional Training Program (Output 3) and the “Water Academy” scholarship program to ensure inclusive access and retention of female trainees; 
  • Prepare Semi-Annual GAP Implementation Progress Reports for submission to the ADB and the Government of Fiji; 
  • Advise WAF management on policies related to equal employment opportunity, sexual harassment prevention, and gender-inclusive customer engagement. 
  • Work with WAF to design and deliver various gender sensitive public awareness campaigns and activities   

Knowledge, Skills and Experience Required: 

  • Fiji Nationals only 
  • Degree in Degree in social development, communications or equivalent; 
  • Minimum of 5 years’ experience in similar role as gender expert in a government or private organization, 
  • Communications experience such as preparing press releases, making videos and designing and implementing public awareness campaigns 
  • Prior experience working on projects financed by external agencies, particularly multilateral development banks (e.g. ADB or World Bank) would be advantageous.; 
  • Previous WASH sector experience would be advantageous. 
  • Competent in office packages, Microsoft, excel PowerPoint etc.; 
  • Good time management skills, with the ability to prioritise work and manage many tasks concurrently; 
  • Excellent clear and concise communication skills and the ability to work as part of a multi-disciplinary and multi-cultural team; 
  • Strong cultural awareness and understanding of working in developing countries; 
  • To have an agile and “Can Do” mindset; 
  • Ambitions self-starter with high self-standards;
