ABOUT THE ROLE
Today’s water management issues need to be addressed using an integrated and holistic approach which starts at the watershed scale. A paradigm shift is taking place which is leading to an approach that considers the various water systems holistically, across the watershed down to the various points of use to address the impacts of rapid urbanization, climate change, and, impacts to the Great Lakes’ nearshore and biodiversity.
This position is responsible for the development and implementation of programs and projects that further CVC’s objectives in the area of integrated water management, watershed restoration and sub watershed management, restoration and enhancement. Additionally, this job is responsible for leading the implementation of innovative solutions and technologies for improving environmental health, water balance and quality, flooding and erosion practices as well as supporting multiple facets of CVC’s strategic plan.
QUALIFICATIONS
- Post-secondary education in water resources, environmental sciences/studies, engineering, geography, landscaping/horticulture or related discipline
- Minimum of 4 years of experience related to major tasks
- Knowledge of design, policies and procedures related to stormwater and watershed management (e.g. stormwater Management (SWM) design manual, municipal design standards, bylaws, official plans, Municipal Class EA process, and current practices for municipalities across Ontario).
- Knowledge of Provincial legislation related to stormwater management (Ontario Water Resources Act, Drainage Act, Environmental Assessment Act, Environmental Protection Act, CLI-ECA, etc.)
- Familiarity with the life cycle costing of decentralized infrastructure
- Strong analytical, communication and organizational skills.
- Strong written and oral communication skills to convey technical data in reports, guidance documents and oral presentations.
- Strong project management skills including work plan development, coordinate deliverables and budget tracking.
- Strong computer skills in word processing (Word), spreadsheets (Excel), and database management (Access).
- Experience with standard GIS products.
- Experience with the planning, design, construction, operation and maintenance of green infrastructure low impact development (LID) stormwater techniques.
SUMMARY OF MAJOR TASKS
Green Infrastructure Implementation Technical Support/Municipal Service Level Agreements
- Manage projects and facilitate communication between project partners (i.e. municipalities, school board, business owners and residents) to implement, inspect or maintain LID green infrastructure
- Complete site assessments to evaluate conditions of a study area including field tests (i.e., infiltration and borehole testing), GIS analysis, and other site investigations
- Support development of design objectives and development of construction drawings
- Provide technical expertise in the design review of green infrastructure low impact development demonstration sites within the Authority’s jurisdiction; ensure no errors, omissions and that they are clear.
- Provide oversight and documentation of construction process to ensure systems are constructed as per designs
- Conduct and project manage acceptance and routine inspection and maintenance procedures for municipal LID and engineered green infrastructure assets
- Conduct and project manage inventory and condition assessment procedures for LID/engineered green infrastructure
- Support short- and long-term implementation recommendations of Sustainable Neighborhood Action Plans
- Ensure staff adherence to appropriate health and safety protocols and PPE
Project Management
- Provide project management oversight, including project design, work plan development, budget preparation, and cost-accounting
- Establish service level agreements to support municipal partner projects
- Prepare terms of reference, communications, reports, and funding proposals for senior staff and Authority Boards as required
- Hire, supervise and direct consultants in undertaking special projects related to various watershed restoration initiatives
- Develop and maintain effective partnerships and client relations with municipal, provincial and federal government staff, other agencies/groups, NGOs, consultants, academics, utilities, the finance sector and the general public
- Develop work plans, identify resources needs and establish project charters in partnership with local and regional municipal partners
Integrated Water Management
- Represent the Authority’s interest on matters related to water management on applicable boards (e.g. committees and associations)
- Develop and enhance understanding of integrated water management techniques within the CVC jurisdiction
- Coordinate the development of Authority objectives, policies, procedures, guidelines, and programs for water management and watershed restoration
- Maintain state-of-the-art knowledge related to sustainable water management restoration techniques
- Take integrated water management approach to stormwater studies and consider improvements to municipal water and wastewater as part of a one water system
- Review documents such as development proposals, stormwater master plans, environmental assessments, subwatershed studies etc. as needed and provide recommendations
- Provide technical contributions to Watershed Plan
Knowledge Transfer and Translation
- Develop, refine and deliver training which incorporates Authority knowledge, expertise and experience related to LID implementation.
- Project manage the development and delivery of engineered infrastructure training to municipal staff for building municipal capacity to meet regulatory requirements (ie. CLI-ECA)
- Plan and lead field tours, conferences and workshops
- Undertake research that documents practical applications of integrated water resource management through literature reviews, interviews. and consultation through a combination of webinars and workshops
- Working in a team environment, develop communication materials such as guidance documents, fact sheets and technical reports, and disseminate products for review to technical advisory committees for comment and refinement for final reporting and publication
- Assist with the development of guidance documents in coordination with the Sustainable Technologies Evaluation Program (STEP)
- Assist with the development of plain language reports tailored for target audiences such as commissioners, municipal staff, planners, engineers, public utilities, etc.
- Planning Strategies and Guideline Development – Work with regional and municipal partners to integrate knowledge and science gained through implementation of innovative best management approaches into municipal and conservation planning strategies and guidelines
- Work in partnership with municipalities to manage stormwater and water resources through policy, regulations and innovative approaches
Funding and Recognition Programs
- Evaluate and apply for funding that supports the implementation and monitoring of integrated water management projects
- Develop funding proposals
- Submit award applications for CVC and project partner recognition
