JOB SUMMARY:
The Sustainability officer collaborates and provides support to local government authorities, Rural Water Supply and Sanitation Agency (RUWASA) and Utility, Community-Based Water Supply Organizations (CBWSOs), Water Bodies, school and Health care facility governing committees, community-based organization (CBO), Partners, private sector providers and service providers in water and sanitation to ensure sustainable water and sanitation services.
ESSENTIAL JOB FUNCTIONS AND DUTIES:
- Strategic Planning for Sustainability
- Work with Water For People Global Hub, and Country Program staff to develop country and projects specific strategic sustainability plan in line with Water For People’s overall strategy and policy objectives;
- Contribute to Water For People’s overall program and policy discussions pertaining to the sustainability of WASH Services
- In co-operation with partners, develop program work that contributes to Water For People’s learning and advocacy agendas;
- Initiate annual operating plans in line with set sustainability priorities and allocated budget.
- Partnerships
- Entertain relationships with district WASH stakeholders and government institutions responsible for sustaining WASH Services like the local water and sanitation service providers.
- Strengthen relationships with partner organizations, the local private sector, and NGOs supporting WASH in Everyone Forever districts to create synergies.
- Build/strengthen the relationship with sector stakeholders supporting sustainability-oriented activities and influence harmonization of sustainability approaches;
- Influence the uptake of sustainable sanitation approaches by sector stakeholders.
- Specific Roles and tasks
- Participate in the review of local government, strategies, plans, budgets and influence the inclusion of sustainability principles in all key aspects where possible. Initiate research, and documentation of sustainability-oriented programs/activities such as performance of District Water and Sanitation Coordination Committees in the EF districts, impact of Water For People work on peoples’ lives, performance of water and sanitation service providers and support the improvement process.
- Take a lead role in identifying capacity-building needs of the EF districts and service providers both in the EF districts, design and implement strategies of bridging this gap.
- Set up mechanisms for follow-up support to the supported institutions and communities for ten years and handover to district line agencies then after.
- Support CBWSOs capacity development, key performance indicators (KPI) monitoring, continuous improvement, design and implementation of the water safety and sustainability plans.
- Lead day to day monitoring of CBWSOs works and provide adequate support to enhance their performance
- Lead identification and strategic engagement of private sector in WASH investment.
- Support RUWASA, utility and CBWOs to develop workable operation and maintenance (O&M) plans including establishment of the supply chain for important spare parts, commodities etc.
- Lead the projects Life Cycle analysis and sustainability plans development at different levels.
- Provide technical support to other partners in scale-up of the District-Wide Approach.
- Document the performance of EF districts through the annual data collection and provide technical support when needed.
- Collaborate with the relevant water resources management institutions and basins to ensure that Water Resources management plans are implemented.
- Lead the tracking of WASH facilities functionality, service levels, and sustainability indicators
- Facilitate the delivery of Sustainable Services Checklist in the EF Districts
- Participating in national, regional and international sustainability events
- Promote a learning environment among Water For People’s partners and staff
- Contribute to organizational learning at various levels; district, regional and national by preparing and disseminating data, lessons learned, good practices and statistical and qualitative to Water For People staff, partners and other stakeholders, and organizing periodic organizational learning events to share best practices.
- Identify funding opportunities and support proposal development for Sustainability programmes
- Conduct and/or supervise periodic evaluations of projects and Thematic Strategies and their contribution to the achievement of overall results
- Track delivery against Water For People—Tanzania goals and objectives, including establishing baselines to gauge and support the performance of the program sustainability.
- Identifying risks (technical, financial, environmental) and designing mitigation strategies.
- Contribute to internal communications as needed.
- Contribute donor reports, and bi-annual reports, and produce synthetic and analytical progress reports to guide management decision-making when required.
- Profile the organization’s work through process programme documentation, success stories, lessons learned including fact sheets, documentaries, and well-designed annual reports.
4. Finance
- Provide all required data to finance team on time and indicate appropriate GL account (s) to be affected by expenditures incurred under your area of responsibility.
- Track revenue and expenditures against grant budget on monthly basis.

QUALIFICATIONS, KNOWLEDGE & SKILLS REQUIRED:
- Bachelor’s degree in management, environmental sciences development studies, public health or any related fields.
- At least five (3) years’ experience working in WASH or a similar field, preferably in an NGO setting.
- Strategic thinker with well-developed planning skills.
- Understanding of sector building blocks, and water and sanitation sustainability.
- Experience working with local government structures and communities.
- Experience in budget development and operations management.
- Demonstrated strong written and verbal communication and organizational skills
- Strong problem-solving skills.
- Self-starter and ability to undertake any tasks without intensive supervision.
- Maintain sound ethical principles, integrity, and transparency of due process.
- Common sense to make judgments about a situation requiring deviations from routine tasks.
EMPLOYMENT CONDITIONS:
- Position is based in Mpwapwa District – Dodoma Region.
- Position requires regular field travel for work supervision and verification
