As part of the Energy, Resilience and Sustainability (ERS) Division, you will collaborate with experts to provide comprehensive policy, planning, and implementation services to deliver solutions that address critical infrastructure resilience and security issues and support the military mission, while reducing environmental impacts. The ERS Division is seeking a highly motivated and qualified technical professional to join our Water Risk team as a Senior Water Resilience Analyst. This role supports federal clients by evaluating water system vulnerabilities, assessing impacts to mission-critical operations, and translating technical findings into actionable guidance that strengthens resilience and mission assurance. The ideal candidate brings a combination of water or infrastructure resilience experience, strong communication and facilitation skills, and the ability to synthesize complex analyses into practical frameworks, strategies, and projects for federal decision-makers. This position is primarily remote, with recurring travel required to the Washington, D.C. area. A Secret security clearance is required for this position. Candidates must currently hold, or have previously held, a Secret clearance; candidates who do not meet that requirement will not be considered.
This role provides a unique opportunity to develop expertise at the intersection of water system operations, facility resilience, and mission assurance—key areas for ensuring the security and sustainability of government and defense infrastructure. The Senior Water Resilience Analyst is expected to manage assigned work independently, exercise professional judgment in project execution and client engagement, and proactively identify opportunities to improve project outcomes and advance water resilience efforts.
Key Responsibilities:
- Lead ongoing water resilience initiatives, translating processes and lessons learned into implementable frameworks, tools, and projects
- Apply technical expertise to identify, scope, and advance water resilience projects that support mission-critical operations
- Identify and evaluate potential funding mechanisms to enable water resilience investments
- Serve as a primary point of contact for clients on larger and/or more complex projects
- Ensure project teams meet client technical requirements, delivery expectations, and internal quality standards
- Facilitate policy, planning, and strategy development related to installation resilience, including water and climate considerations
- Provide clear, concise updates to leadership and stakeholders through briefings, meetings, and forums
- Build and maintain strong client relationships and contribute to growth efforts within CTC’s Energy, Resilience & Sustainability (ERS) Division
- Mentor and support the professional development of junior staff
Basic Qualifications:
- Bachelor’s degree in Public Policy, Environmental Science, Civil Engineering, or a related field with six to eight 96-8) years of relevant experience
- A minimum of 10 years of experience in water policy, utility operations, infrastructure management, or resilience planning, with a focus on federal or government-related projects.
- Exceptional communication, facilitation, and stakeholder engagement skills, with the ability to lead discussions and build consensus among diverse federal, military, and local partners.
- Excellent analytical, writing, and communication skills, with experience preparing after-action reports, policy briefs, and recommendations for decision-makers.
- Knowledge of water infrastructure risks, such as cybersecurity threats.
- Detail-oriented, organized, and able to work independently or collaboratively in a facilitation team.
- Proficiency in Microsoft Office Suite (Word, PowerPoint, Teams) and comfort using generative AI tools to support project documentation, presentation development, and administrative tasks.
- Must possess and maintain a US Government Secret security clearance.
- Ability to obtain and maintain DoD Common Access Card (CAC).
Preferred Qualifications:
- Active Secret clearance
- Master’s degree in a relevant field
- Familiarity with DoD, EPA, and FEMA water resilience policies, including AWIA requirements and military directives on water security
