The Government of Mozambique has received financing from the World Bank toward the cost of the Rural and Small Towns Water Security Project and intends to apply part of the proceeds for consulting services.
The objective of this consultancy is to design and prepare the legal instrument that will establish and operationalize AURAS, the new national Water Supply and Sanitation Services Regulator created under Law No. 9/2024. This includes defining AURAS’ mandate, powers, organizational structure, regulatory functions (economic, technical, and water resources–related), coordination mechanisms, and all institutional arrangements required for an autonomous, effective, and independent regulator aligned with ongoing sector reforms in Mozambique.
The consultancy services (“the Services”) will include preparing a Concept Note defining AURAS’ mandate, functions, and institutional positioning; conducting risk and capacity assessments; drafting the legal instrument covering organizational structure, economic and technical regulatory functions, enforcement and consumer protection mechanisms; facilitating public consultations and incorporating feedback; and preparing the final legal instrument together with the implementation roadmap, budget impact analysis, and recommendations for subsequent capacity-building studies.

The DNAAS, acting on behalf of AURA the implementing agency, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- A reputable consulting firm with at least 10 years of experience in the water, sanitation, and regulatory sectors, supported by relevant references.
- At least 5 years’ proven international or regional experience in developing regulatory frameworks, legal instruments, and sector reform programs in the water supply and sanitation sector
- Must have understanding of water and sanitation governance structures, policies, and regulatory challenges in Mozambique or similar low-income countries or reforming environments.
- At least 3 projects experience with institutional transitions and decentralized service models – demonstrated work on institutional restructuring, regulatory interface, and multi-actor service delivery environments
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost-Based Selection method set out in the Procurement Regulations.
