  1. The Government of Sint Maarten (GoSXM) has received financing from the World Bank toward the cost of the Sint Maarten Wastewater Management Project and intends to apply part of the proceeds for consulting services under this request for expression of interest.
  2. The Government of Sint Maarten (GoSXM), represented by the National Recovery Program Bureau (NRPB) is looking to select an experienced (international or national) firm for a consultancy service for Water and sludge quality test of water bodies affected by the WWTP undertaken as a part of the Sint Maarten Wastewater Management Project. The objective of the study is to assess the evolution in terms of water quality of six bodies of water (3 ponds, 2 beaches, and 1 canal) to understand the current water quality conditions and the impact of treated effluent from the WWTP and untreated municipal sewage/other pollutants.  An assessment was carried out is to establish the baseline for future evaluation of project impact and assess the quality of sludge produced from the operation of the WWTP.  This assignment consists of the repetition of that analysis to establish a comparison between the baseline and the subsequent analysis.
  3. The Consultant selected to undertake this assignment shall provide the services which includes water, sludge and sediment sampling and analysis, as well as preparation of a report to actively monitor and assess the impact of the ongoing wastewater treatment plant upgrades; and schedule a repeat of the comprehensive water quality analysis for the pond. This subsequent analysis is crucial for tracking the evolution of the pond’s health throughout the project’s implementation phase, allowing to correlate changes in key parameters with specific construction activities and verify the effectiveness of mitigation measures in real-time.
  4. The scope of services and deliverable under this consultancy covers the following:
  • Water, sludge, and sediment sampling; for the indicators:
    • Bacteria in water
    • Nutrients & Pollutants in water
    • Heavy Metals in sediment
    • Sludge from WWTP
  • Analysis and report – report will present ultimately the current profiles for water, sediment, and sludge in the six identified locations.

The detailed scope and deliverables of the assignment are available in the Terms of Reference (TOR). The consulting services are up to May 2028, The analysis will be conducted at three different times:

  • June 2026
  • June 2027
  • March 2028

The expected timeline for each round of analysis is 8 weeks, if the sampling takes place in the first four to six weeks, followed by the analysis and report preparation in subsequent remaining weeks.

5.  The Consultant shall ensure that all activities are implemented in accordance with the quality standards, time and budget elaborated in the contract document, in order to comply with the Project’s objective.

6. The National Recovery Program Bureau (NRPB) now invites eligible firms (“Consultant”) to indicate their interest in providing the Services. Interested Consultant should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.   • Proven experience:
    • Water and soil/sludge quality assessments at least 5 years
    • Assignments for quality testing, analysis and reporting at least 5 years
    • Working with accredited laboratories at least 5 years
  • Experts:
    • Team leader: water quality scientist with at least 5 years
    • Technical staff with at least 5 years in sampling water and soil/sludge quality assessments of at least 5 years
  • Having experience in the region is an advantage.

7. The selection process will be undertaken in line with the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition November 2020 (“Procurement Regulations”) for open competitive selection. A Consultant will be selected in accordance with the Consultant Qualification Selection method set out in the Procurement Regulations.

8. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (November 2020) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
