Objective and Purpose of the Assignment
The Water Supply Project will improve the performance of provincial nam papas (PNPs, provincial water
utilities) and expand access to safe piped water supply and sanitation for urban residents in Lao PDR’s
small towns. It is designed in accordance with the Government of the Lao PDR’s (the Government) urban
water supply and sanitation strategy 2013-2030 and responds to the needs in the water supply investment
plan 2012–2020. The Water Supply Sector Project is extended to December 2026
The objective of this engagement is to support the Department of Water Supply to satisfactory and timely
completion of all outstanding subprojects in Luang Prabang, Sekong and Attapeu provinces.
Scope of Work
The Site Supervisor will be engaged to supervise the construction activities in the subproject towns.
She/He will work in the subproject town in Sekong or Attapeu full-time during the construction period
(from Feb-Dec.2026) (to be confirmed which province to be based during contract negotiation)
Detailed Tasks and/or Expected Output
The consultants will:
- Monitor, observe, record and report on day-to-day construction activities.
- Supervise, inspect, measure, and control the quality of the construction works and the installation
of equipment to ensure compliance with contract drawings and specifications, and make recommendations to
the Int’l Team leader and Dy Team leader/National Lead Engineer on the issuance of Contract Notices, and
interim payment certificates. - Assist the PCU of DWS to (a) administer the construction contracts; and (b) commission and evaluate
the performance of completed facilities and new equipment. - Assist the Int’l Team leader and Deputy Team leader/National Lead Engineer with progress reports and
PPMS reports. - Other tasks, if assigned.
Minimum Qualification Requirements
• At least a bachelor’s degree or equivalent in engineering or technicians in a related field such as
water supply engineering
• At least 5 years of construction supervision experience on major construction projects, preferably in
water supply and drainage fields.
• Can travel to the construction site during the construction phase and stay there to supervise the
works
• Minimum of 3 years of experience working in construction supervision services and can prove that he or
she can draft Monthly IPCs
