Assignment title: Consulting services to develop Digital Atlases for emergency preparedness and response in the Limpopo, Búzi, Zambeze, and Licungo river basins – Mozambique.
1. The Government of Mozambique (GoM) has received funding from the World Bank (WB) for the Regional Climate Resilience Program for Eastern and Southern Africa (RCRP). The RCRP aims to increase the resilience of populations against climate shocks such as cyclones, floods, and droughts. Therefore, the National Directorate of Water Resources and Management (DNGRH) in coordination with the Ministry of Land and Environment, intends to use part of the funding to contract Consulting Services to develop Digital Atlases for emergency preparedness and response in the Limpopo, Búzi, Zambeze, and Licungo river basins – Mozambique.
2. The Project aims to develop and operationalize four interactive Digital Atlases focused on emergency preparedness and response in the Limpopo, Búzi, Zambezi, and Licungo river basins in Mozambique. Additionally, it aims to design emergency response plans and define evacuation routes for urban and riverine areas with higher exposure to risk, thereby strengthening institutional and community capacity for anticipation, coordination, and action in the face of extreme events. Among others, the consultant is expected to carry out the following activities:
a) Collect and analyze relevant multisectoral data;
b) Develop the digital architecture of the Atlas (web and mobile); c) Integrate the Atlas with early warning and extreme event forecasting systems, enabling real-time visualization and timely decision support;
d) Develop and incorporate technological tools for enchaced functionality;
e) Ensure regular updates of Atlas data, including past events, impacts, risk areas, and vulnerability profiles;

f) Develop emergency response plans for high-risk urban and riverine areas, g) Integrate updated socioeconomic information (population, density, age groups, gender, critical infrastructure) for impact analysis and action prioritization;
h) Implement an open-source web solution, compatible with multiple browsers, with an intuitive interface and cybersecurity features;
i) Ensure unrestricted national access, with simplified versions for non-technical audiences;
j) Conduct technical training for the INGD and strategic partners on the use, maintenance, and updating of the Atlas;
k) Train contingency plan users in the use of integrated applications, incorporating them into emergency preparedness and response planning;
l) Test the Atlas functionalities using real or simulated data, validating the results against reliable sources (e.g., census data, official statistics);
m) Conduct pilot initiatives in vulnerable communities to assess the effectiveness of the tools;
n) Establish mechanisms for collecting feedback from users and stakeholders, aiming at continuous improvement of the platform; and
o) Adapt the Atlas to the specific needs of each region and to available technological advancements.
3. The DNGRH as implementing agency in coordination with the National Institute for Disaster Risk Management and Reduction (INGD), invites consulting companies to express their interest in providing the Services. The qualification criteria for this assignment are:
(i) At least 10 years of experience in the design, development, and implementation of integrated electronic database management platforms and information sharing systems;
(ii) Prior experience developing GIS-based digital platforms integrated with early warning systems; (iii)Professional experience as a UI/UX designer, product owner, or system engineer, and have successfully completed at least three project contracts in UX design, interface, human-computer interaction, usability, accessibility, information architecture, and interaction design;
(iv) Professional experience developing WebGIS solutions in corporate similar environments with at least two successful contracts
(v) Professional experience in mobile device development, including application development for Android and iOS environments; and
(vi) Experience working with projects developed and implemented within Mozambican Government Institutions or similar environmentand extensive experience implementing projects in accordance with the rules of the World Bank and/or development partners. The consultants should provide prior information that they have the necessary qualification and relevant experience. The information to be provided should include the company profile as well as financial information, description of successful completion of similar task with equivalent complexity, and proposed technical specialists. At this stage (pre-selection phase), the proposed technical specialists will not be evaluated.
4. The firm will be selected under Quality and Cost Based Selection (QCBS) procedures and in a Full Technical Proposal (FTP), in accordance with the Bank’s “Procurement Regulations for IPF Borrowers” dated September 2025 (“Procurement Regulations”), which can be found at the following website: www.worldbank.org. Mozambican legislation on public works procurement, supply of goods and services also applies to the procurement of these consulting services.
5. Consultants may partner with other companies to enhance their qualifications but should clearly indicate whether the partnership takes the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all partners will be jointly and severally liable for the entire contract, if selected.
