JOB SUMMARY: 

The Program Manager is responsible for the overall technical and operational development, planning and management of the Water For People program in Tanzania and for ensuring that the work is underpinned by innovation and advances in technology to contribute effectively and efficiently in delivering our WASH ambition as articulated in our strategy. The Program Manager has the key responsibility to strengthen and develop the Tanzania funding base and profile the organization as a key player in WASH and to explore opportunities for expanding our work and to manage and develop relationships and collaborative links with partners across the country including but not limited to government, donors, civil society, and the private sector. 

This position will be based in Dodoma, Tanzania, with regular travel to program sites in the country with occasional international travel. 

ESSENTIAL JOB FUNCTIONS AND DUTIES: 

Strategic Program Planning and Development  

  • Work with Country Program staff to develop country strategic plans in line with Water For People’s overall strategy and policy objectives. 
  • Design the program and lead -discussions with the partners and agree on the final implementation plans 
  • Undertake any sector review and/or thematic research in preparation of the next programming cycle. 
  • Work with Water For People Africa Regional Office, Global Office, and Country Program staff to develop country strategic sustainability plans in line with Water For People’s overall strategy and policy objectives  
  • Lead the Programs team in the implementation of the Everyone Forever (EF) approach in target districts.  
  • Identify needs, opportunities, gaps, and constraints in potential sanitation markets, models, and entrepreneurs, and provide mentoring and support to sanitation businesses 
  • Participate in elaboration of annual operating plans in line with pre-allocated budget. 
  • Lead the drafting and coordination of program staff inputs in annual operating plans in line with the pre-allocated budget. 

 Partnerships 

  • Develop and maintain relationships with sector role players at the international, national and local level, in particular with Tanzanian communities in need of water and sanitation services  local government authorities, and local water and sanitation organization in Tanzania. 
  • Strengthen relationships with partner organizations, the local private sector, NGOs, supporting WASH in Water For People’s districts of operation. 
  • Ensure that partners and projects are visited regularly and that they are provided with technical and managerial advice and support that enables them to implement projects. 
  • Identify capacity-building needs of local NGO partners and local administration and propose options of supporting them. 
  • Work with the team to identify partners/consultants who can contribute to capacity building of staff and partners to ensure the sustainability of supported WASH services. 

 Advocacy, Learning and communication 

  • Participate in the review of sector policies, strategies, guidelines and influence the inclusion of sustainability principles in all sector documents where possible 
  • In co-operation with partners, develop a program work plan that contributes to Water For People’s learning and advocacy agendas. 
  • Promote a learning environment among Water For People’s partners and staff. 
  • Contribute to organizational learning by preparing and disseminating data, lessons learned, good practices and statistical and qualitative data to Water For People staff, partners and other stakeholders, and organize periodic organizational learning events to share best practices. 
  • Increase Water For People Tanzania’s visibility through strategic communications and production of issues-based stories. 

 Finance, Resource mobilization and management 

  • Ensure proper financial management of the programs and that administration and finance related to the programs follow the country’s procedures. 
  • Lead the programmatic aspect of   financial reviews, projections, external and internal audits. 
  • Ensure compliance with applicable rules, regulations, and standards of Tanzania 
  • Identify funding opportunities and support proposal development. 
  • Ensure accurate expenditure reporting in donor-required format. 
  • Contribute to the preparation of internal financial reports and track revenue and expenditures against grant budget on a monthly basis. 
  • Manage and develop all aspects of donor account management by developing and implementing strategies to maximize the giving potential of donors, while adhering with the grant management process. 

 Supporting Performance and Sustainability of Program Outcomes 

  • Assist in design and implementation of District Watershed Management Plans, District Water and Sanitation climate resiliency plans and any other relevant plans; 
  • Work with the country program team to ensure that District WASH coordination committee, local governments and water and sanitation service providers are given required support to perform their work. 

 Monitoring and Evaluation 

  • Work with the Monitoring, Evaluation and Learning Officerto develop a system for monitoring implementation of projects, Input-Output-Outcome. 
  • Track delivery against Water For People Tanzania goals and objectives, including establishing baselines to gauge and support the performance of the program. 
  • Work with the monitoring officer to analyze data collected under the monitoring framework for assessment of progress and areas for improvement. 
  • Support the design and implementation of baseline assignments and other surveys and gathering information for reporting and periodic updates using approved monitoring tools and methodology. 
  • Use monitoring results to inform decisions. 
  • Conduct and/or supervise periodic evaluations of the Program and Thematic Strategies and their contribution to the achievement of the overall results. 

 Reporting 

  • Prepare concise bi-annual and monthly reports for review by the Country Director and produce synthetic and analytical progress reports to guide management’s decision-making 
  • Work with program and finance teams to draft narrative and monthly financial reports which are consistent with project objectives and timelines, as well as for adherence to donor requirements 
  • Update and maintain the program reporting calendar. 
  • Monitor donor pledge payments and ensure that Water For People in Tanzania is receiving funds on time.  
  • Follow up with staff to ensure internal deadlines are met and information needed for proposals and reports is provided on time. 
  • Perform other duties as assigned by the Country Director or any other team member. 

Supervisory Duties 

  • Oversee the management of Water For People’s program and technical officers, including recruitment, orientation, mentoring and performance reviews.  
  • Develop capacity of Water For People staff and partners to document their experience for learning and advocacy purposes. 
  • Oversee the recruitment and management consultants and contractors implementing assignments and contracts. 

 QUALIFICATIONS 

  • Bachelor’s Degree or professional qualification in Civil Engineering, Environmental Engineering, Water Resources Management.   
  • Master’s degree in the above-mentioned or related fields is required  
  • At least five (5) years’ experience in project and people management. 

  KNOWLEDGE & SKILLS REQUIRED 

  • Understanding of community level water and sanitation development, with at least 5 years’ experience 
  • Experience in tracking budget expenses and grant management 
  • Experience in staff supervision and performance management 
  • Strategic thinker with well-developed planning skills 
  • Fundraising and proposal writing experience 
  • Experience in budget development and operations management 
  • Demonstrated strong written and verbal communication and organizational skills 
  • Strong problem-solving skills 
  • Ability to manage multiple tasks and projects with multiple priorities 
  • Ability to analyze and organize data and communicate results effectively 
  • Ability to work both independently and as part of collaborative team effort 
  • Must have well-developed written, oral, and interpersonal communication skills

  • Strong computer literacy particularly in AutoCAD, ArcGIS, MS Word, Excel, Power point, and SPSS

 PHYSICAL REQUIREMENTS/WORKING CONDITIONS: 

  • Position is based in Dodoma Tanzania. 
  • Standard workweek of 40 hours. 
  • Normal office environment. 
  • This role will require travel to the areas of Water For People’s operations and other parts of the country to execute his/her responsibilities and also travel out of the country as work may dictate from time to time. 
  • Ability to work outside regular business hours when needed to meet with people located in other time zones.
