The Somaliland Development Fund – Phase 3 (SDF3) covers the period 2025-2028, with the possibility of a two-year extension. SDF3 aims to strengthen the climate resilience of vulnerable communities in Somaliland while creating increased income and job opportunities, thereby helping to reduce poverty. SDF3’s ambitions are aligned with NDP3 and reflect the priorities set out in Somaliland Vision 2030. Funding is currently provided by Denmark, Norway and the United Kingdom (UK).

The SDF3 Joint Steering Committee (JSC) has approved funding for the implementation of the following projects:

  1. Burao Water Supply Expansion Project
  2. Qool Caday Livestock Centre of Excellence Project
  3. Climate Smart Agriculture Project in Sanaag

Each of the above projects is seeking to recruit a Community Development Officer (CDO) to join its respective Project Management Team (PMT). The role’s primary purpose is to lead and coordinate community engagement while ensuring that climate resilience, social inclusion, and inclusive economic growth objectives are fully integrated across all project activities. Qualified candidates are invited to apply for these positions.

Required Qualifications, Skills and Experience

  • At least a Bachelor’s degree in one or more of the following fields: Climate Change and Environmental Management, Development Studies / Social Development, Economics or Inclusive Growth, Gender and Social Inclusion, public policy.
  • Demonstrated excellent command of spoken and written English, fluent in Somali.
  • At least 8 years of demonstrated experience with donor-funded development projects implemented by INGOs or international consulting firms in positions involving community development, social inclusion, or participatory governance in either urban, rural or agro-pastoral contexts.
  • At least 5 years working experience with direct involvement in two of the following crosscutting themes: Climate Resilience and Environmental Safeguards, Conflict Sensitive Programming, Gender and Social Inclusion, Inclusive Economic Development.
  • At least 3 years of experience in designing and delivering capacity-building activities for government institutions and community groups.
  • At least 3 years of experience in facilitating participatory decision-making, consultation and engagement and with various stakeholders.
