Assignment Title: Flood Risk Management and Engineering Service Consultant for BBWS Sumatera II

The Government of Indonesia has received financing from the World Bank toward the cost of the National Urban Flood Resilience Project (NUFReP), and intends to apply part of the proceeds for consulting services.
The Consulting Services (“Services”) include several key objectives such as to prepare a priority list of structural and non-structural flood risk reduction, prepare multi-year investment plan, prepare design considerations for priority investments, and prepare Flood Risk Management Plan for Medan City. The main components of this consulting services are (1) FRMP Inception, (2) Data Collection and Processing, (3) Flood Hazard and Risk Assessment, including preliminary identification of flood risk reduction measures, (4) Establishing a vision and goals for IUFRM, (5) Investment Needs and Options and Prioritization of Investments in the study area, and (6) Development of multi-year investment plan, including implementation planning, and completion. The Consultant will be engaged for approximately 18 months, or for the contractual period as applicable, in all cases subject to the loan closing date.

Balai Besar Wilayah Sungai Sumatera II Medan now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shorlisting criteria are:
A. Core Business and years in Business:
At least 10 years experience in consulting services especially in technical assistance, feasibility study, and water resources design and planning proven by the contract, contract addenda (if any), Joint Operation agreements (if applicable), and minutes of handover for completed works.
B. Relevant experiences:
In the last 10 years, the consultant must have successfully carried out all required experiences as follows:
- Having successfully completed at least 7 assignments as Technical Consultant for Flood Risk Management (flood control masterplan or detailed design);
- Preferably have 5 years experience as a Technical Consultant in water resources sector projects, funded by loan/grant from the World Bank or any international development partner; and
- Preferably have experience as a Technical Consultant in water resources sector projects, assigned by the government of Indonesia.
As evidenced by the contracts, contract addenda (if any), Joint Operation (JO) agreements (if applicable), and minutes of handover of completed works.
C. Technical and Managerial capability of the firm:
Availability within the firm of permanent (i.e. in the firm’s regular payroll), experts/ professional staff relevant to the assignment. Provide only the structure of the organization, general qualifications, and number of key staff. Qualifications and Experience of Key Experts shall not be included in the shortlisting criteria. Key Experts will not be evaluated at the shortlisting stage.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality Cost Based Selection (QCBS) method set out in the Procurement Regulation, November 2020. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
IInterested Consultant firms are required to access the electronic procurement system of Ministry of Public Works to register and to submit Expressions of Interest (EOI). EOI must be submitted at the following website https://spseicb.pu.go.id/eproc-icb/ by 29 Desember 2025.
