I. PROJECT DESCRIPTION
- The Climate Change and Disaster Resilient Water Resource Sector Project (ongoing project) aims to
strengthen the climate change and disaster resilience of the water resources sector through modernized
and well-maintained infrastructure, enhanced agricultural and on-farm water management, and improved
disaster risk management. The proposed additional financing will scale up the ongoing project’s scope by
modernizing irrigation infrastructure, integrating automation systems, adopting advanced water
management technologies, introducing nature-based solutions and watershed management planning, enhancing
early warning system and precipitation monitoring, and strengthening institutional capacity for
sustainable operations. - Additional financing is considered as the most appropria
Scope of Work
Scope of services
The Engineer / Irrigation Specialists will perform the following functions, duties, and responsibilities:
• Act as an “engineer” for all activities, including design and construction, delivery of goods and
services for Outputs 1 and 2 in the North;
• Review and verify the work and requirements of construction, goods, and services contractors and
report/submit to the Irrigation Coordinator and PIU Director for consideration;
• Coordinate and mobilize key local stakeholders, including local government representatives and farmers;
• Prioritize and select additional subprojects in accordance with agreed criteria for approval by the
PIU Director;
• Organize and conduct local consulting seminars, workshops, and training sessions in the North;
• Control all activities for Outputs 1 and 2 in the North, as well as construction for Output 3
(hydrometeorological posts construction) in the North, monitors their implementation in accordance with
the agreed work plan;
• Report any deviations from the work

Minimum Qualification Requirements
Qualification requirements
• Higher education in irrigation, specializing in hydraulic engineering or other related fields;
• At least 5 years of experience in construction and operation of irrigation systems;
• Eat least 3 years of experience in international irrigation projects;
• At least 5 years of experience in customer or contractor organizations;
• Good knowledge of written and spoken Kyrgyz and Russian. Knowledge of English is an advantage.
• Good computer skills (Windows, MS Office, Internet Explorer).
Minimum General Experience: 5 Years
Minimum Specific Experience (relevant to assignment): 5 Years
