Assignment Title: Development/Preparation of National Practice Manual for SEWERAGE and Sanitation Service

The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Second Urban Water Supply and Sanitation Project (IIUWSSP) and intends to apply part of the proceeds for consulting services.
The consulting service (the service) includes preparing/developing the sanitation sub-sector design manuals to keep abreast with current and emerging technological advancements, as well as material science, onboard climate-resilient principles, integrating social and environmental considerations, and adapting to modern construction techniques and industrial engineering best practices in the operation and maintenance (O&M), especially electro-mechanical installations and automation.
The Objective of the Assignment:
The key objectives of this assignment include, but are not limited to:
- Identify the gaps/shortfalls in the existing policy, strategy, institutional and legal framework, enforcement mechanisms, Technical Guidelines, and manual related to Urban Wastewater Management and Fecal Sludge Management (FSM), sanitation services, and provide review recommendations and/or updates as required.
- Prepare/Develop a structured and well-organized Sewerage and sanitation manual aligned to existing water sector manuals and to Water sector Regulatory requirements, as well as facilitate Public Sector Partnerships (PPPs), amongst other innovative financing instruments.
- Ensure that the manual aligns with national/international sanitation standards, guidelines, and policies.
- Identify and incorporate emerging technologies and approaches, including eco-friendly and nature-based solutions and CWIS approaches.
- Extensively consult and engage key stakeholders as guided by the Ministry of Water and Energy (MoWE).
- Carry out a market survey and develop unit costs for sewerage and sanitation components. Conduct a market survey to gather current unit costs for sewerage and sanitation components, ensuring that the methodology is well-documented and includes input from suppliers, contractors, and industry experts. Conduct a comprehensive survey to assess market trends, unit costs, and availability of water supply components, and submit a report. The report should provide a breakdown of the cost data, market trends, and recommendations for future procurement strategies.
Scope of the service:
The scope of the service shall include, but not be limited to, the following:
- Identify gaps and shortfalls of the existing manual, guidelines, etc. (if any), including its coverage of social and environmental design requirements, propose changes to be made, and prepare a draft review report covering all parts of the manual, focusing on, among others, the following:
- Prepare a preliminary review report covering the identified gaps and shortfalls;
- Submit the preliminary review report for review and approval;
- Develop and update Design Standards and Specifications, considering modern construction/maintenance technology and new construction materials and equipment;
- Carry out market survey and develop unit costs for Sewerage and Sanitation components;
- Prepare a draft Report in consultation with the line Ministry and subject it to the Stakeholders’ Workshop;
- Incorporate case studies, success stories, Standard Operating Procedures, and practical examples to demonstrate the application of sanitation infrastructure and technology options, hygiene practices, and their impact.
- Develop a catalogue for sanitation products across the sewerage and sanitation value chains.
- Design the manual in a visually appealing format, utilizing appropriate graphics, illustrations, and diagrams to enhance understanding and engagement.
Duration of the Service
The total duration of the service is 12 months (365 calendar days) from the date of commencement.
The Ministry of Water and Energy now invites eligible consulting firms (Consultants) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The short-listing criteria are: Core business and years in business, qualification and experience in the field of assignment, organizational, managerial, and technical capabilities of the firm, and general qualification and number of staff, but not individual experts’ biodata.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, issued January 2011, Revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. However, it should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost-Based Selection method set out in the Consultant Guidelines.
