Objective and Purpose of the Assignment

ADB is assisting the government of Tonga (the government) to implement the Sustainable Economic
Corridors and Urban Resilience Enhancement (SECURE) Project. The proposed project will build a bridge
across the Fanga’uta Lagoon, develop urban water infrastructure, strengthen urban and water governance
planning systems, and enhance government’s capacity in road network management, disaster preparedness,
and relocation planning. The project outputs will result in the following outcome: resilience to current
and future climate-related risks of urban systems, road connectivity, and communities in Tongatapu
increased. The project will be aligned with the following impact: promoting inclusive, sustainable
development through resilient infrastructure, and balanced urban–rural growth.

The Ministry of Finance (MOF) is the EA for the project, while the IA is the Ministry of Infrastructure
(MOI). A project management unit (PMU) will be established within MOI, with dedicated teams assigned to
each output according to their thematic focus and technical requirements. To strengthen alignment with
Tonga’s strategic climate and disaster resilience objectives, the PMU will adopt a cohesive structure
led by Ministry of Meteorology, Energy, Information, Disaster Management, Environment, Climate Change
and Communications (MEIDECC).

The PMU will enable the timely start-up and implementation of the project.

Scope of Work

The Project Engineer shall assist the government and ADB by working across sites including water supply
network and flood mitigation works, support to the IAs and EA, consultants and PMU staff for the Tonga
SECURE Project.

Detailed Tasks and/or Expected Output

The responsibilities and key tasks of the Project Engineer include the following:

  1. Be present on site daily when construction is in progress, to monitor the progress of work, record
    achievements and report key events and issues back to the Project Coordinator / Technical Project
    Manager.
  2. Conduct quality inspections, including Witness Points and Hold Points if directed to do so. Record
    and report on inspection observations, and/or raise non-conformances for further follow up with the
    Project Coordinator / Technical Project Manager.
  3. Assist in the development of daily and work type specific checklists for the management of quality,
    safety and environment. Complete checklists on a daily or as required basis.
  4. File checklists and report on findings to the Project Coordinator / Technical Project Manager,
    raising any risks in a timely manner.
  5. Ensure that a daily site diary and photographic record is maintained during all construction
    activities. All site activities should be recorded as well as physical works, prior to, during and after
    construction.
  6. Assist with monitoring of the construction program and coordination of upcoming Hold Points and
    Witness Points. Liaising with the Project Coordinator / Technical Project Manager to ensure resource
    availability for all required inspections and testing.
  7. Support the Project Coordinator / Technical Project Manager with the review and document management
    of key Contractor management plans, Construction Method Statements (CMSs), Inspection Test Plans (ITPs)
    and Inspection Test Checklists (ITCs), Job Safety and Environmental Analysis (JSEAs), Requests for
    Information (RFIs), and others.
  8. Ensure that site activities are being undertaken according to the construction program, design and
    technical specifications, CMSs, ITPs, JSEAs and other contract documentation.
  9. Observe the Contractor’s conduct and performance against safety, environmental and quality
    requirements, Site Rules, and Code of Conduct.
  10. Report to the Project Coordinator / Technical Project Manager any non-conformance or other concerns
    that arise, noting that all instructions to the Contractor must be made through the Project Coordinator
    / Technical Project Manager.
  11. Assist with tracking and monitoring of corrective actions required of the Contractor to address any
    non-conformances.
  12. If required, assist in the preparation of safety or environmental incident reports and monitor the
    implementation of corrective actions.
  13. Assist with regular progress measurements of the works under contract.
  14. Participate in daily toolbox meetings and project coordination and/or site meetings, as directed by
    the Project Coordinator / Technical Project Manager.
  15. Maintain safe, secure, and healthy work conditions by following and enforcing standards and
    procedures and complying with all legal regulations.
  16. Other duties, as directed by the Project Coordinator / Technical Project Manager.

Minimum Qualification Requirements

University degree or equivalent professional qualifications in civil, environmental, or water
Engineering. Minimum of 7 years of experience in water supply and or flood mitigation works.

Minimum General Experience: 10 Years
Minimum Specific Experience (relevant to assignment): 7 Years
