Objective and Purpose of the Assignment
ADB is assisting the government of Tonga (the government) to implement the Sustainable Economic
Corridors and Urban Resilience Enhancement (SECURE) Project. The proposed project will build a bridge
across the Fanga’uta Lagoon, develop urban water infrastructure, strengthen urban and water governance
planning systems, and enhance government’s capacity in road network management, disaster preparedness,
and relocation planning. The project outputs will result in the following outcome: resilience to current
and future climate-related risks of urban systems, road connectivity, and communities in Tongatapu
increased. The project will be aligned with the following impact: promoting inclusive, sustainable
development through resilient infrastructure, and balanced urban–rural growth.
The Ministry of Finance (MOF) is the EA for the project, while the IA is the Ministry of Infrastructure
(MOI). A project management unit (PMU) will be established within MOI, with dedicated teams assigned to
each output according to their thematic focus and technical requirements. To strengthen alignment with
Tonga’s strategic climate and disaster resilience objectives, the PMU will adopt a cohesive structure
led by Ministry of Meteorology, Energy, Information, Disaster Management, Environment, Climate Change
and Communications (MEIDECC).
The PMU will enable the timely start-up and implementation of the project.
Scope of Work
The Project Coordinator shall assist the government and ADB by providing project management,
institutional relationship engagement, and environmental and social support to the IA and EA,
consultants and PMU staff for the implementation of the Tonga SECURE Project. The Project Coordinator
will lead the PMU in all activities.
Detailed Tasks and/or Expected Output
The responsibilities and key tasks of the Project Coordinator include the following:
- Assist all consultants recruited for project preparatory and implementation activities.
- Ensure that project preparatory activities follow the government and ADB’s policies.
- Review of the consultant’s reports and outputs and check their suitability to government’s policy and
regulations, and the beneficiaries’ needs. - Provide coordination between the EA and IA and consultants.
- Prepare semiannual progress reports for EA and IA.
- Supervise the preparation of Audited Financial Project Statements.
- Lead and coordinate all procurement and consultant recruitment processes for all contracts.
- Carry out field inspections.
- Lead in conducting policy dialogue with the government and other stakeholders on project preparation
issues. - Review progress claims by consultants.
- Lead coordination with land and environmental government agencies for the preparation and
implementation of the projects’ social and environmental safeguards. - Lead in bid evaluation and proposals and make recommendations for contract awards as needed.
- Review contractual issues, including contract variations and recommend approval.
- Assist ADB during mission and project management and supervision.
- Coordinate with EA and IA to solve any technical or contractual issues.
- Supervise and manage PMU.
- Provide on-the-job training and knowledge transfer to EA and IA on project management.
- Assist in Donor Coordination, especially with potential cofinanciers, and attend meetings as
required. - Lead the management of comprehensive documentation to monitor social and gender indicators and
results of the project based on the Design and Monitoring Framework (DMF) and Gender Action Plan (GAP),
in collaboration with the construction supervision/project management consultant
Minimum Qualification Requirements
University degree or equivalent professional qualifications in civil engineering, project management, or
similar. Minimum of 10 years of experience and at least 7 years of experience in similar positions or
carrying out similar professional tasks.
Minimum General Experience: 10 Years
Minimum Specific Experience (relevant to assignment): 7 Years
