Key Responsibilities
- Provide technical and managerial leadership across civil and environmental infrastructure projects
- Lead or oversee design, design review, feasibility studies, or construction supervision
- Deliver high-quality outputs aligned with industry standards and project requirements
- Oversee contractor performance, quality control and adherence to specifications
- Coordinate with local authorities, government bodies, utilities, and community groups
- Support procurement processes and preparation of technical documentation
- Prepare clear, concise, high-quality reports, drawings, specifications and deliverables
- Conduct site visits, inspections, assessments, and capacity building where required
- Promote sustainability, climate resilience and safe working practices across all project stages
- Travel across Pacific Island locations as required
Qualifications and Experience
- Minimum 12 years professional relevant experience in civil infrastructure
- Degree qualification in engineering, environmental sciences, social sciences or related fields (Master’s is an advantage)
- Demonstrated experience delivering water, wastewater, marine or multi-sector infrastructure projects
- Strong background in design, oversight, or supervision of major civil works
- Previous experience in PICs
- Proven experience on ADB/WB or IFI-financed projects (highly desirable)
- Excellent knowledge of FIDIC contract conditions
- Outstanding communication, team leadership and stakeholder engagement skills
- Strong cultural awareness and ability to work in diverse teams
- Fluent in English; additional languages an advantage
- Ability to undertake periodic travel and site missions across PICs
- Ability to undertake rotational or extended assignments across the PICs
- Excellent communication and client relationship skills.
- Strong financial and commercial awareness with ability to manage budgets, forecasts, and reporting.
- Proficiency in project management tools (e.g. MS Project, Primavera) is an advantage.
- Commitment to innovation, sustainability, and continuous improvement in design and delivery.
