The Government of China has received a World Bank loan to implement the World Bank–Financed Hainan Project for Prevention, Preparedness and Response to Emerging Infectious Diseases (Global “One Health” Hainan Demonstration Project), and intends to apply part of the proceeds of this loan to pay for Consulting Services under Contract HN-FC-40: “Implementation Plan for an Integrated Monitoring System for Antibiotics and Antimicrobial Resistance Related to Emerging Infectious Diseases in the Aquatic Eco-Environment under the One Health Framework in Hainan Province.”

The main scope of this consulting assignment includes:
(1) preparation of the implementation plan for the One Health aquatic eco-environment monitoring system;
(2) development of testing technologies and methodologies for the One Health aquatic eco-environment;
(3) establishment of a gene bank and data management system for the One Health aquatic eco-environment monitoring system;
(4) pilot operation of the One Health aquatic eco-environment monitoring system; and
(5) evaluation of the pilot operation of the One Health aquatic eco-environment monitoring system.
Details of the consulting services are provided in the attached Terms of Reference (TOR).

The estimated total input for this consulting service is 317 person-months, and the implementation period is expected to be 18 months from the date of contract signing and effectiveness. The anticipated commencement date of the services is April 2026.

The Hainan Provincial Department of Ecology and Environment (hereinafter referred to as “the Client”) now invites eligible consulting firms (“Consultants”) to express their interest in providing these services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria are as follows:

1、The Consultant should have a good track record and reputation;

2、The Consultant should be familiar with One Health aquatic eco-environment monitoring systems and possess CMA/CNAS accreditation for antibiotic testing in water quality (copies of relevant accreditation certificates must be provided);

3、Within the past three years (from January 1, 2022 to the submission deadline), the Consultant must have successfully completed at least three consulting service contracts of similar complexity and scale to this project, such as watershed water environment survey and assessment implementation plans and integrated management capacity-building services, or contracts for the testing of antibiotics and antimicrobial resistance genes. Each contract must have a value of no less than RMB 4.5 million (copies of key contract pages must be attached, showing at minimum: contract date, scope of services, and official stamps/signatures of both parties).

At this stage, key experts will not be evaluated.

Interested Consultants should take note of the provisions in Sections 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers (“Procurement Regulations”) (November 2020), which set forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications. The association should be clearly indicated as either a joint venture and/or a subconsultancy. In the case of a joint venture, all members shall be jointly and severally liable for the entire contract if selected.

Interested Consultants shall provide supporting documentation in accordance with the requirements below. The Expression of Interest shall include at least the following:

1、A general introduction to the Consultant, including basic corporate information, organizational structure, personnel, and facilities.

2、Power of Attorney, identification documents of the legal representative and the authorized representative; if the Consultant is a joint venture, a joint venture agreement shall be provided (format to be determined by the firms).

3、Copies of the Consultant’s business license or institutional legal person certificate.

4、If the Consultant is a state-owned enterprise or public institution, a copy of its Articles of Association shall be provided.

5、Evidence demonstrating familiarity with the One Health aquatic eco-environment monitoring system and possession of CMA/CNAS accreditation for antibiotic testing in water quality (copies of relevant accreditation certificates must be provided).

6、Documentation showing that, within the past three years (from January 1, 2022 to the submission deadline), the Consultant has successfully completed at least three consulting contracts of similar complexity and scale to this project—such as watershed water environment survey and assessment implementation plans and integrated management capacity-building services, or contracts for testing antibiotics and antimicrobial resistance genes—with each contract valued at not less than RMB 4.5 million (copies of key contract pages must be attached, showing at minimum: contract date, scope of services, and official stamps/signatures of both parties).

7、Evidence demonstrating the Consultant’s good track record and reputation. The Consultant shall provide screenshots from the “Credit China” website showing no records of violations, including at least search results for: “List of Seriously Dishonest Entities,” “Dishonest Persons Subject to Enforcement,” and “List of Major Tax Law Violations.”

8、Any other documents that the Consultant considers necessary to demonstrate its capability to carry out the assignment and its competitiveness (if any).

9、Joint venture or major/sub-consulting intent agreements (if any).

The Consultant will be selected in accordance with the QCBS method set out in the Procurement Regulations.

Expressions of Interest (EOIs) must be submitted in written form (delivered in person by a designated representative or by mail) to the address below no later than 17:00 on December 23, 2025 (the submission deadline).

Requirements for sealing and number of EOI copies:

One (1) original EOI;

Four (4) duplicate Chinese copies.

The original EOI must bear the company’s official seal; the duplicate copies may be photocopies of the sealed original. The original and duplicate copies shall be bound separately and sealed in the same envelope. The inner and outer envelopes shall bear the following additional identification:

(1)Project Name: World Bank–Financed Hainan Project for Prevention, Preparedness and Response to Emerging Infectious Diseases (Global “One Health” Hainan Demonstration Project);

(2)Contract No. and Title: HN-FC-40: “Consulting Services for the Implementation Plan for an Integrated Monitoring System for Antibiotics and Antimicrobial Resistance Related to Emerging Infectious Diseases in the Aquatic Eco-Environment under the One Health Framework in Hainan Province.”

Note: The Consultant shall ensure that the markings on the outer package of the submitted EOI are consistent with the content of the EOI.

The Consultant shall also submit, together with the EOI, a color-scanned copy of the original EOI in PDF format and an editable electronic version in Word format, stored on a USB flash drive and sealed separately. In the event of any discrepancy between the electronic version and the hardcopy, the hardcopy original shall prevail.
