Job Profile

Under the direction of the Branch Head, Water Planning and Project Delivery, the Water Planning Engineer fulfills the function of planning the City’s water supply system. This includes water demand forecasts, supply system expansion, water quality and treatment, water conservation, and improvements to the water distribution system in order to meet prevailing industry practice for distribution pressure, available fire flows, water quality and reliability of supply to customers. The position manages professional engineering services for planning projects and supports the preparation of the Water System Fund capital budget and the Branch current estimates. The Water Planning Engineer works in partnership with the other divisions of the Water and Waste Department to integrate the operational needs, the financial plan, and health standards into the planning process for the City’s water supply system.

As the Water Planning Engineer you will:

  1. Determine level of service requirements for the water system by utilizing forecasts, surveys, reports from operations, and regulatory requirements.
  2. Establish a water planning program and a schedule of activities in order to assign resources.
  3. Decide assignment of water planning tasks within Department resources and in conformance with aims, goals, policies and objectives of the Department.
  4. Participate in the review of water conservation strategies and hydraulic model development / studies.
  5. Recommend assignment of outside engineering services for specialized water system planning activities.
  6. Act as a liaison with special interest groups on behalf of the Department for water system inquiries.
  7. Prepare capital estimates and five-year capital forecast to accommodate the water supply plan.
  8. Provide information transfer on the water supply plan to others by writing reports and making presentations.
  9. Manage professional engineering services for planning projects and other consultant assignments on system assessments, evaluations, studies, and designs.
  10. Represent the Department/City on planning studies and engineering projects with other Branches, Divisions and agencies with participation in advisory groups and cross functional continuous improvement teams.
  11. Monitor water system performance and improvement by conducting data gathering and reporting.
  12. Provide direction and guidance to the planning group within the Water Planning and Project Delivery Branch.
  13. Perform other related duties consistent with the classification, as assigned.
  14. Act as Branch Head, Water Planning & Project Delivery in their absence.

Your education and qualifications include:

  1. Bachelor of Science Degree in Engineering.
  2. Significant number of years’ experience in a field related to the duties of the position.
  3. Must possess project management skills.
  4. Ability to work under stressful situations to accommodate time limits and program changes.
  5. Working knowledge of the engineering principles required to perform the duties including design standards and cost estimating.
  6. Specific working knowledge of the design of municipal water distribution and treatment systems including hydraulic modeling and analyses.
  7. Working knowledge of planning and policy formulation, City By-Laws, Provincial Legislation and Federal Legislation.
  8. Working knowledge of engineering service capabilities of engineering consultants and administration of such services.
  9. Demonstrated ability to communicate effectively both verbally and in writing.
  10. Demonstrated leadership capabilities and the ability to direct staff and effectively plan and schedule work.
  11. Working knowledge and use of computer systems, particularly hydraulic modeling concepts with respect to engineering applications for water supply, and skills for word processing, spreadsheets, MS Project.
  12. Demonstrated ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts and the public, in accordance with the Respectful Workplace Standard.

  3. Must possess and maintain a valid Manitoba Class 5 Driver’s License.
  4. Professional Engineer designation and eligible for registration with Engineers Geoscientists Manitoba (E.G.M.).
