The Ministry of Infrastructure and Sustainable Energy (MISE), Government of Kiribati (GOK) has received financing from the World Bank towards the cost of the South Tarawa Sanitation Project (STWSP) – P162938 and intends to allocate part of the proceeds for the procurement of consulting services. 

The consulting services (“the Services”) include services as STWSP International Water Operation and Maintenance Lead Expert . The Consultant will be recruited for an initial period of one (1) year, with the possibility of extension subject to satisfactory performance, project needs, and the availability of funds. It is anticipated that the Consultant will commence duties in Q1 2026 on a full-time basis. A Time-Based Contract will be signed based on the agreed monthly rate.

The MISE now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are: 

Essential Requirements – Qualification, Skills and Experience

  • The Expert should have a Bachelor’s Degree in Engineering or an equivalent field from a recognised university
  • The Expert should have at least 10 years of overall experience in the water sector managing and consulting on operations and maintenance
  • The expert should have experience of working in international utilities, with experience in at least one Pacific island nation highly preferred
  • The Expert should have experience working and coaching in a development project funded by an International Financial Institution
  • Minimum General Experience: 15 years
  • Minimum Specific Experience (relevant to assignment): 10 years

Additional Desirable Requirements

  • Competency in Microsoft office suite (Word, Excel, Access, etc.) and MS Project or similar planning/monitoring software.
  • Demonstrated ability in effective project management is essential including:
  • expertise in work planning – to plan and set goals and targets to achieve an objective/deadline;
  • ability to manage multiple competing priorities and respond efficiently and expeditiously;
  • an ability to work in and as a team and oversee team outputs;
  • effective at providing advice and outputs on time and to agreed quality;
  • excellent written and oral communication skills (in English),
  • proven drafting and reporting skills are essential.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services by submission of a Cover Letter or Expression of Interest (EOI), curriculum vitae with description of experience in similar assignments, similar conditions, etc. and with supporting documents.

The deadline for submission of EOIs is Tuesday 16th December 2025, 5.15pm. 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Sixth Edition March 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
