Works

1. The Republic of Uzbekistan has received financing from the World Bank toward the cost of the National Irrigation and Energy Efficiency Improvement Project and intends to apply part of the proceeds toward payments under the contract for Modernization of Kuvanish Jarma Canals and structures located in the Karaozak District of the Republic of Karakalpakstan.  For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing. 
2. The Project Implementation Unit for the World Bank Projects (PIU for WB Projects) now invites sealed Bids from eligible Bidders for Modernization of Kuvanish Jarma Canal and structures located in the Karaozak District of the Republic of Karakalpakstan.
3. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers – Procurement in Investment Projects Financing” [dated September 2023] (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 50% and for Bid cost: 50%.
5. Interested eligible Bidders may obtain further information from the Center for Implementation of Foreign Investment Projects in Water Sector under the Ministry of Water Resources of the Republic of Uzbekistan, Mr. Bakhodir Fayzullaev, Project Manager, piu.nieeip@gmail.com and inspect the Bidding document during office hours during business hours from 09:00 to 17:00 Tashkent time at the address given below: Shaykhantakhur district, St. Labzak 1A, 100128, Tashkent, Republic of Uzbekistan.
6. The bidding document in English language may be received by interested Bidders upon the submission of a written application to the address below:

7. Bids must be delivered to the address Shaykhantakhur district, st. Labzak 1A, 100000, Tashkent, Republic of Uzbekistan on or before December  23, 2025 at 15:00 hours Tashkent time. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address Shaykhantakhur district, st. Labzak 1A, 100000, Tashkent, Republic of Uzbekistan. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.    
    
8. All Bids must be accompanied by a Bid Security of 500,000 (five hundred thousand) United States Dollars or 6,250,000,000 (six billion two hundred and fifty million) Uzbek Soums or equivalent in any freely convertible currency.
    
9. Attention is drawn to the World Bank’s requirement for the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
