Job Description:
Job Purpose:
The National Coordinator – WASH provides strategic and technical leadership to World Vision Bangladesh’s Water, Sanitation, and Hygiene programming, ensuring high-quality, evidence-based interventions across communities, schools, and health facilities. This role strengthens access to safe drinking water, improved sanitation, and positive hygiene behaviors while ensuring alignment with national priorities, global WASH standards, donor requirements, and World Vision’s organizational strategies. This position ensures effective program design, quality assurance, sectoral integration, monitoring, and learning to enhance the overall impact of WASH initiatives.
The position also plays a critical role in strengthening partnerships, resource mobilization, and national-level coordination with government ministries, departments, NGOs/INGOs, and sectoral platforms. It ensures meaningful representation of World Vision Bangladesh in WASH forums, supports capacity building of field staff, and promotes compliance with technical standards, safeguarding, accountability, and emergency response protocols. Through technical backstopping, innovation, and evidence-driven leadership, the National Coordinator – WASH contributes to improved health and wellbeing of vulnerable children and communities across Bangladesh.

- WASH staff and partners have strengthened technical capacity to deliver high-quality, standardized, and context-appropriate WASH programming across all interventions.
- Evidence-based WASH programming is strengthened through systematic data management, research, documentation, and dissemination of best practices, enabling improved program quality, informed decision-making, and enhanced visibility of World Vision Bangladesh’s WASH achievements.
- WASH resource acquisition and partnerships are strengthened through proactive donor mapping, high-quality proposal development, and effective grant management, enabling World Vision Bangladesh to secure funding, deliver compliant projects, and maximize the impact of WASH interventions across developmental and humanitarian contexts.
- Effective national-level WASH advocacy, partnerships, external engagement and evidence-based influence lead to strengthened WASH systems, improved service delivery, and greater impact for vulnerable communities.
- Timely, coordinated and technically sound WASH preparedness and emergency response actions ensure reduced disaster risks and improved protection of vulnerable communities
Key Responsibilities:
Strategic Technical Leadership:
- Develop and refine WASH project models and approaches tailored to hard-to-reach, urban, fragile, and humanitarian contexts, ensuring alignment with global and national standards.
- Prepare and update WASH technical guidelines, SOPs, implementation manuals, and quality benchmarks for use across all Area Programs and grant-funded interventions.
- Design and adapt WASH assessment, monitoring, and evaluation tools suitable for development, urban, and HEA settings to support evidence-based programming.
- Document best practices, innovations, and learning from field implementation and incorporate them into updated models, guidance, and technical tools.
- Provide technical support and orientation to WVB staff, partners, and field teams on the rollout and application of WASH models, guidelines, standards, and tools.
- Facilitate learning workshops, cross-learning visits, and knowledge-sharing events within the WASH network to disseminate improved tools, models, and approaches.
- Ensure emergency WASH standards and HEA response protocols (Sphere, WASH Cluster guidance, WV HEA standards) are embedded into project models and operational tools.
- Review and strengthen WASH components of new project designs, ensuring they reflect proven approaches, contextual adaptations, and donor priorities for both development and emergency response programming.

Staff Capacity Building:
- Conduct capacity needs assessments for WASH Technical Specialists, field staff, and partner personnel, and develop a structured WASH capacity-building plan.
- Develop and review WASH training modules, schedules, evaluation tools, and IEC/BCC materials to ensure high-quality, context-appropriate capacity-building events.
- Facilitate and deliver technical training, coaching, and mentoring for WASH staff and project teams, strengthening their skills in model implementation and sector standards.
- Monitor and evaluate the quality of WASH capacity-building events using standardized formats, documenting findings and ensuring continuous improvement.
- Assess capacity of potential implementing partners and collaborate with P&C and Operations to design and implement tailored partner capacity-building plans.
- Prepare and manage the annual WASH capacity-building events calendar, ensuring timely planning, resource pre-positioning, and smooth coordination with relevant teams
Evidence-Based Programming:
- Support the planning, implementation, and supervision of WASH-related research, assessments, and studies to generate evidence for program improvement and innovation.
- Identify, document, and disseminate best practices, success stories, and promising WASH approaches from field interventions to inform national-level learning and decision-making.
- Collect, analyze, validate, and compile WASH data from Area Programs and grants, troubleshoot database issues, and prepare periodic program summary reports for the Technical Lead.
- Ensure accurate documentation of project performance metrics and timely submission of all required WASH reports, including monthly, quarterly, semi-annual, and annual updates.
- Contribute to the development and review of program documentaries, conference abstracts, publications, case studies, and small-scale studies for wider dissemination and sector engagement.
- Prepare technical and special reports as needed to fulfil donor requirements and support evidence-based program design and strategic planning.
Resource Mobilization:
- Map donor mandates, technical priorities, policies, and strategic approaches to ensure WASH proposals align with funding requirements.
- Track multilateral, bilateral, corporate, and local funding programs to identify and pursue relevant WASH resource acquisition opportunities.
- Conduct partner mapping and assess potential partners’ strengths to form strong consortia and fill technical or operational gaps for grant bids.
- Prepare and update detailed WASH sector capacity statements highlighting World Vision Bangladesh’s technical strengths and proven models.
- Support the Lead–HNW Program and Resource Development (RD) team in prepositioning WASH technical priorities for upcoming grant opportunities.
- Work with Resource Development to track specific grant opportunities, participate in go/no-go decisions, and support appropriate partnering arrangements.
- Develop and review WASH-related concept notes and proposals to secure funding from public, private, CSR, and institutional donors.
- Engage with corporate entities, private sector groups, and CSR networks to explore resource mobilization and partnership opportunities for WASH initiatives.
- Provide technical guidance for efficient use of financial, material, and technical resources, ensuring compliance with donor and organizational standards.
- Support WASH grants and PNS projects in work plan development, capacity building, data-driven decision-making, reporting, and quality monitoring to meet indicator targets and comply with the Grants Excellence Tracker.
Networking, Partnering, and External Representation and Advocacy:
- Identify and analyze national and sub-national government policies, strategies and SDG commitments related to WASH to support evidence-based advocacy.
- Integrate local-to-national WASH advocacy and campaigning approaches into programme design and implementation in coordination with advocacy and communications teams.
- Provide technical inputs to develop advocacy materials such as policy briefs, fact sheets, documentaries, case studies and policy analyses on WASH issues.
- Gather and utilize program evidence and citizen voice and action (CVA) data to inform policy dialogue and influence decision-makers.
- Promote and support the scale-up of CVA tools across Area Programmes to strengthen local WASH governance and accountability systems.
- Contribute to the promotion of ENOUGH Campaign, Zero Malnutrition initiatives, and WASH-related community declarations aligned with national standards.
- Build and maintain strong liaison with national, sub-national, district and sub-district government WASH institutions, departments and service agencies.
- Facilitate partnerships and collaboration with government bodies, INGOs, NGOs, UN organizations and relevant networks to strengthen WASH programming.
- Represent World Vision in external platforms, meetings, and technical forums, ensuring technical accuracy and alignment with organizational priorities.
- Establish partnerships with local government institutions, municipalities and media outlets to support WASH advocacy, awareness and public communication efforts.
Disaster Preparedness, Humanitarian Emergency Affairs (HEA), and Response:
- Maintain continuous situational awareness of potential and emerging public health and WASH-related hazards, ensuring timely reporting and readiness actions.
- Understand and coordinate early warning and emergency response mechanisms at national, subnational and local government levels for effective WASH preparedness.
- Collaborate with cross-sectoral teams to strengthen emergency preparedness, response planning and integrated disaster management for WASH interventions.
- Provide technical guidance in emergency WASH assessments, response design and implementation, including hazard and vulnerability analysis in communities.
- Support the development of emergency WASH project concepts and proposals for rapid fundraising and implementation during disasters.
- Remain available for deployment to emergency response operations within the AP for up to four weeks annually, as required.
Required Education, training, license, registration, and/or
Certification
Bachelor’s degree in a water resource management/ Civil or Environmental Engineering or Post-graduate degree in Public Health/Social Science/Civil Engineering, Hydro geologist, Sanitary Engineer related discipline
Required Professional Experience
- Minimum 7-10 experience in implementation of WASH projects/programs in developing countries
- Experience in previous emergency setting
- Proven experience in facilitation and networking in relevant fields and government stakeholders
- Proven knowledge and experience on WASH advocacy, understanding of social accountability
- Experience in resource/grants acquisition & management
- Professional experience in training/capacity building
- Multi-sectoral/integrated program design and support to implementation
- Competent in the use of Microsoft Office computer programs including Word, Excel and PowerPoint, Kobo tools
Required Language(s): Good command in English & Bengali, both written and verbal/ Professional Proficiency in both Bengali and English language
Required travel and/or work environment accommodations:
- Willing and able to travel nationally up to 12 weeks per annum.
- Some project locations may be in remote areas. Staff is expected to stay in strategic location
