Description of WorkThis Engineer III position is an advanced and highly independent environmental engineering position in the Technical Services Branch of the Public Water Supply (PWS) Section of the Division of Water Resources (DWR). This position serves as the statewide senior program and technical expert for the Capacity Development Program and handles the most complex and unusual capacity issues. The position works with every functional aspect of the PWS Section to evaluate capacities and abilities to meet programmatic requirements and to develop recommendations for enhancements.

The position requires the ability to successfully manage multiple projects within time constraints, manage work time independently to meet schedules and deadlines, comprehend and interpret complex engineering and regulatory documentation, and maintain detailed and organized documents, files, and records.

Experience using Web Intelligence and Business Objects to extract and provide data to external customers is helpful for this position. Professional Engineer licensure/Engineer Intern certification is not required but is considered an asset.

Key Responsibilities:

Serve as the lead engineer and state expert on Capacity Development Program requirements in the State; serving as a spokesperson for the program to individuals, interest groups, organizations, and the agency.

Improvement and implementation of the Capacity Development Program to ensure that water systems have or develop the ability to maintain adequate technical, financial, and managerial expertise and resources necessary to comply with regulatory requirements.

Provide outreach and education to foster compliance through knowledge, including identifying audiences and appropriate resources.

Participate in engineering plan review to ensure water infrastructure projects meet standard design criteria.

Provide oversight of the preparation of mandatory annual reports provided to US EPA and every three years for submittal to the Governor’s Office.

Develop and implement strategies for providing efficient and effective engineering and technical assistance, including engineering solutions, guidance documents, and resource lists.

Serve as a technical advisor for PWS staff and performing a number of administrative, training, enforcement, and other special duties to allow the central office and regional offices to coordinate their work for a total water supply program; providing input on rule language modifications.

The Division of Water Resources (DWR) is responsible for protecting North Carolina’s drinking, surface and groundwater for all waterbodies including lakes, streams, rivers, wetlands, and aquifers. This environmental stewardship is accomplished through actions including permitting issuance, investigations, regulatory compliance, and enforcement, monitoring and field assessments, certifications, laboratory analysis and testing, planning, water quality standards management, educational outreach, and other efforts. Minimum Education and Experience
