Summary:

Under limited supervision, the First Service Program Manager provides strategic leadership and oversight for the Division of Environmental Health and Engineering’s (DEHE) First Service Water and Sewer Program. This program provides essential sanitation infrastructure to rural Alaska communities that are receiving piped water and sewer services for the first time. The First Service Water and Sewer Program Manager leads planning, funding coordination, and implementation efforts in collaboration with Tribal, state, and federal partners to improve community health and living conditions. Through this work, the position supports ANTHC’s mission of promoting the highest quality of health and wellness for Alaska Native people and the Alaska Tribal Health System.

Responsibilities:

Program and Project Leadership

Oversees the planning, funding, and execution of rural water and sewer projects that expand first-time service delivery to Alaska communities.

· Leads technical and scope decisions for First Service projects within the overall DEHE design and construction portfolio. Evaluates and selects appropriate delivery and implementation methods for projects. (e.g., design-bid-build, design-build, CMAR, or force account construction) based on community readiness, funding source requirements, and logistical constraints.

· Plans, coordinates, and oversees First Service project work to ensure efficient, high-quality, and timely delivery.

· Develops funding strategies, prioritizes supplemental funding needs, and establishes procurement strategies that align with program goals. Develops and implements funding strategies in coordination with federal, state, and Tribal partners (e.g., IHS Sanitation Facilities Construction Program, State of Alaska Village Safe Water, EPA, USDA). Prioritizes supplemental funding needs and aligns procurement approaches with program goals.

· Develops quality assurance and quality control (QA/QC) measures, metrics, and reports for stakeholders. Develops and oversees quality assurance and quality control (QA/QC) processes for First Service projects, including establishing performance metrics, reviewing technical deliverables, and preparing progress reports for internal leadership and funding agencies.

· Collaborates with internal partners such as Marketing and Communications, Intergovernmental Affairs, and Human Resources to support program visibility, workforce needs, and stakeholder engagement.

· Works with DEHE’s Department of Rural Utility Management Services (DRUMS) to identify operations and maintenance (O&M) training and support needs to be provided by DEHE prior to system handover, ensuring communities have the capacity to sustain and manage new infrastructure.

· Assists and supports ANTHC leadership in achieving organizational goals and program outcomes.

Collaboration and Stakeholder Management

Builds effective partnerships across Tribal, state, and federal agencies to coordinate sanitation infrastructure programs and funding.

· Coordinates program activities with DEHE Project Managers, DEHE Alaska Rural Utility Collaborative (ARUC) Program staff, DEHE Tribal Utility Support (TUS), DEHE Rural Energy Program staff, and the State of Alaska Village Safe Water Engineers. Serves as the primary liaison between DEHE and external partners such as State of Alaska Village Safe Water Engineers, and funding agencies to align funding, design, and construction priorities.

· Mentors and provides technical guidance to DEHE Project Managers to ensure consistency and alignment across projects.

· Oversees workforce development initiatives in First Service communities and supervises the program staff. Oversees workforce development initiatives that train and employ residents of First Service communities in construction and system maintenance.

· Builds and maintains strong partnerships with Tribal, state, and federal agencies to advance rural infrastructure priorities.

KNOWLEDGE and SKILLS

· Knowledge of Indian Health Service sanitation funding systems and Capital Improvement Project (CIP) program.

· Knowledge of applicable Federal, State, and Tribal law, regulations, rules, policies, processes, codes and operational guidelines.

· Knowledge of Alaska Tribal Health System, ANTHC, and Alaska Native culture(s) and politics.

· Knowledge of project management principles related to engineering, design and construction of health and sanitation facilities with respect to managing scope, schedule, budget, quality, and risk.

MINIMUM EDUCATION QUALIFICATION

Bachelor’s degree in Civil, Environmental, or Mechanical Engineering, or a closely related field from an ABET-accredited program.

MINIMUM EXPERIENCE QUALIFICATION

Non-supervisory – Ten (10)years in technical project delivery, design, or construction management. Within that, at least 3 to 4 years of experience specifically related to sanitation, water/wastewater, or rural infrastructure projects.

TO INCLUDE

Supervisory – Four (4) years of supervisory experience required.

MINIMUM CERTIFICATION QUALIFICATION

Professional Engineer license (PE) in the State of Alaska or have a PE license in at least one other state and obtain a PE license in the State of Alaska within 12 months of accepting the position.

PREFERRED EXPERIENCE QUALIFICATION

Four (4) years of Alaska or cold regions engineering experience is preferred.
