  1. INTRODUCTION

African Union Development Agency – NEPAD (AUDA-NEPAD) has received a grant from the International Development Association (IDA) of the World Bank to implement the Water, Supply, Sanitation and Hygiene (WASH) Project and intends to apply part of the proceeds for consulting services and one of the key Individual Consulting service positions for Project Implementation Unit (PIU) within the WASH project is the Senior Water and Sanitation Specialist.

  1. SCOPE/MAIN  RESPONSIBILITIES OF THE ASSIGNMENT

The Consultant is expected to deliver the following:

  • Lead the technical design and delivery of assistance to countries on WASH policies and

Reforms;

  • Manage and oversee a framework for on-demand technical assistance, ensuring efficiency and responsiveness;
  • Guide benchmarking exercises and development of regional WASH scorecards.
  • Provide technical quality assurance of consultant outputs and project studies.
  • Support countries in adopting sustainable rural water models and sanitation service

Strategies;

  • Synthesize lessons and disseminate regional good practices.
  1. DELIVERABLES

The results to be achieved by the consultants are the following:

  1. Validated regional benchmarking reports;
  2. Annual technical assistance effectiveness report;
  3. Technical notes and briefs submitted to PIU and partners.
  1. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES

Qualifications

  • Master’s degree in engineering, water resources management, public health or related.

Experience

  • 10+ years of WASH sector experience, including regional policy and reform programs.
  • Must have completed a minimum of three assignments of a similar nature.
  • Demonstrated experience managing technical assistance programs in Africa.
  • Proven expertise in benchmarking and WASH system strengthening.
  • Proven ability to lead complex analytical work, such as service delivery assessments, feasibility studies, investment planning, climate resilience analysis, and cost–benefit evaluations for water and sanitation infrastructure.
  • Extensive experience coordinating with donors and international development partners (e.g., World Bank, UNICEF, AfDB, USAID)
  • Adept at stakeholder engagement and negotiation, including high-level government ministries, regulators, civil society, and private sector actors, to build consensus and drive sector transformation
  • Strong background in preparing high-quality technical reports, policy briefs, and knowledge products, contributing to sector learning and dissemination at regional and global levels.
  1. SHORTLISTING CRITERIA

For evaluation of the expressions of interest, the following criteria will be applied:

  1. Qualifications – Education and Relevant Training (30 points);
  2. Experience related to the Assignment (40 points);
  3. Similar previous experience related to the Assignment (20 points); and
  4. Knowledge and experience of the region & local conditions (10 points).

The attention of interested Consultants is drawn to Section III, paragraphs, 3.13, 3.14 and 3.16  of the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. TORs are attached as Annex 2

  1. SUBMISSION REQUIREMENTS

  1. REPORTING AND TIME SCHEDULES:

The Consultant all reports shall be submitted and approved by the Project Manager WASH or his designate within the AUDA-NEPAD.

  1. Only Individual Consultants are eligible for this assignment if they fulfil the following eligibility criteria:
  1. Have no conflict of interest in relationship to performance of this assignment;
  2. Are not subject to, and not controlled by any entity or individual that is subject to, a temporary suspension or a debarment imposed by the African Union Commission, World Bank or any other multilateral development bank and being listed on the website http://www.worldbank.org/debarr or respectively on the relevant list of any other multilateral development bank. Further, are not ineligible pursuant to a decision of the United Nations Security Council.      
  3. Have not been convicted by a final judgement or a final administrative decision or subject to financial sanctions by the United Nations or Country for involvement in a criminal organisation, money laundering, terrorist-related offences, child labour or trafficking in human beings; this criterion of exclusion is also applicable to legal Persons, whose majority of shares are held or factually controlled by natural or legal Persons which themselves are subject to such convictions or sanctions;
  4. Are not being bankrupt, wound up or ceasing our activities, having our activities administered by courts, having entered receivership, reorganisation or being in any analogous situation;
  5. Are not involved in corruption: offering, giving, receiving or soliciting, directly or indirectly, anything of value to influence improperly the actions of another party;
  6. They have not been the subject of a judgment which has the force of res judicata for fraud, corruption, involvement in a criminal organization or any other illegal activity detrimental to the AUDA-NEPAD financial interests;
  7. they have not been declared guilty of gross professional misconduct proven by any means which AUDA-NEPAD can justify;
  8. Comply with their national tax and social security laws

Background[i]The African Union (AU) established as a unique Pan African continental body, is charged with spearheading Africa’s rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and the African States as well as developing a new partnership worldwide. Its Headquarters is located in Addis Ababa, the capital city of Ethiopia.The New Partnership for Africa’s Development (NEPAD) is a programme of the African Union adopted in 2001 in Lusaka, Zambia, aimed primarily at poverty alleviation and promotion of economic growth and sustainable development in Africa. As a consequence of the integration of NEPAD into the structures and processes of the African Union, the NEPAD Planning and Coordinating Agency (NPCA) has been established by the Decision of the 14th AU Assembly of February 2010 as the technical body of the African Union, in replacement of the NEPAD Secretariat.NEPAD Agency has transformed into the African Union Development Agency. The aim of the African Union reforms is to streamline and improve effectiveness and efficiency in delivering the implementation of AU decisions, policies and programmes across all AU organs and institutions. One the recommendations of the reforms is to transform the technical body of the AU, the NEPAD Agency into the African Union Development Agency (AUDA-NEPAD). The decision was made during the 31st Ordinary Session of the Assembly of African Union Heads of State and Government in Nouakchott, Mauritania, in July 2018.AUDA-NEPAD is an African-owned and led continental agency, spearheading Agenda 2063. The decision on the African Union Development Agency is an affirmation by Member States of their commitment to own an instrument that will champion development support to countries and regional bodies in advancing their priorities through the implementation of Agenda 2063.1. To coordinate and execute priority regional and continental projects to promote regional integration towards the accelerated realisation of Agenda 2063;2. To strengthen the capacity of African Union Member States and regional bodies;3. To advance knowledge-based advisory support,4. To undertake the full range of resource mobilisation, and5. To serve as the continent’s technical interface with all Africa’s development stakeholders and development partners
Rationale[ii]AUDA-NEPAD is implementing the Accelerating Access to Water Supply, Sanitation and Hygiene (WASH) Services in the Eastern and Southern Africa region Project, as phase 1 under the World Bank’s Multiphase Programmatic Approach (MPA) (also referred to as “the project”)[1]. The program development objective of the MPA is to increase access to climate resilient water supply, sanitation and hygiene services in participating countries in Eastern and Southern Africa.The project is financed through an International Development Association (IDA) grant and the Corporation for International Waters Association (CIWA) Trust Fund and serves as a catalyst for systematically scaling up WASH access across Eastern and Southern Africa. The objective of  the Project is to improve   governance and build institutional capacities for climate-resilient water supply and sanitation service delivery in participating countries. The project is organized into four components, (i) Component 1 – Regional Systems Strengthening and Project Management, (ii) Component 2 – Advancing Reforms, Governance and Regulation, (iii) Component 3 – Improving Service Delivery Performance, and (iv) Component – 4 Leveraging Financing for Climate-Resilient WASH InfrastructureIn this regard, AUDA-NEPAD is seeking the services of an individual consultant to serve as the Senior Water Supply and Sanitation Expert in the project implementation unit (PIU), supporting the successful implementation of the 4 year project. 
The objectives of the assignment[iii]To provide technical leadership for WASH policy reforms, systems strengthening, and servicedelivery performance in the implementation of the regional project. 
Scope of work, activities and Tasks[iv]• Lead the technical design and delivery of assistance to participating countries on WASH policies andReforms, and regulation, and oversee the consulting services contracts in this respect• Manage and oversee a framework and/or various contracts for on-demand technical assistance, ensuring efficiency and responsiveness.• Guide WASH system change benchmarking exercises and development of regional WASH scorecards and oversee the consulting services in this regard• Provide technical quality assurance of consultant outputs and project studies, specifically the contract• Support countries in adopting sustainable rural water models and sanitation servicestrategies.Support the Project Coordinator in the preparation of the Annual Work Plan and Budget and technical aspects of project progress reportingSupport the project coordinator in the set-up of the Regional Advisory Committee, prepare its meetings and support the set-up of the country coordination teams of the MPA participating coutnries• In collaboration with the knowledge, evaluation and learning specialist synthesize lessons and disseminate regional good practices through the knowledge platform

 Location[vi]The location of the assignment is Midrand, Gauteng, South Africa. The consultant shall serve as an embedded consultant at AUDA-NEPAD’s offices.
Timeframe of the assignment[vii]The assignment will be undertaken for a period of twelve (12) months from 1st February 2026 to 31st February 2027  with the possibility for extension based on performance.The consultant will work full time for 12 Months
Deliverables/Reports/Milestones Schedule[viii] The Consultant will submit the following deliverables over the assignment period;Monthly ReportMonthly progress reports submitted at the end of each month of engagement throughout the consultancy. The reports will summarize activities undertaken, progress achieved against objectives, new opportunities identified, and any challenges or risks. They will also outline the work plan for the following month. 
Submission & approval of reports[ix]The Consultant will submit all deliverables electronically, in a timely manner as per the deliverables schedule. The Consultant will work under the overall supervision of the Project Coordinator, and as  such, all  deliverables shall be approved by the Project Coordinator. Where necessary, the Consultant is expected to incorporate feedback received and finalize each deliverable to the satisfaction AUDA-NEPAD. The Consultant is required to adhere to strict document management practices, ensuring version control and proper archiving of all deliverables.
Language requirements[x]:Proficiency in English is a requirement; knowledge of French, and Portuguese  would be an added advantage.
 
Governance, support and facilities to be provided by AUDA-NEPAD[xi]AUDA NEPAD will make best efforts to avail documentation and materials that would assist in the preparation of deliverables for the assignment. The assignment will entail travel for official duty as may be assigned from time to time. All travel will be undertaken in line with AUDA-NEPAD’s travel policies and procedures. Where required to travel, AUDA-NEPAD will facilitate and cover costs of travel.
