Job Summary

This position is located in the Department of Public Works (DPW), Safety and Security Administration (SSA). The mission of the DC Department of Public Works (DPW) is to provide cost-effective, ecologically sound services that make the District’s public spaces and streets clean, safe, accessible, and attractive. 

Incumbent is responsible for providing oversight to the Stormwater Pollution Prevention Plan (SWPPP). Evaluates program performance and conducts analysis on market outlook, and serves as the primary liaison to Department of Energy and Environment (DOEE), Department of General Services (DGS), Environmental Protection Agencies (EPA), Department of Environmental Protection (DEP), and vendors to address operational needs and ensure compliance with District and federal laws and regulations, and responsible for analyzing and evaluating current and proposed operating programs for potential effectiveness in achieving objectives.

Duties and Responsibilities

Plans, develops, and conducts routine and unscheduled Storm Water facility inspections and serves as the primary liaison between the Department of Energy and Environment (DOEE). Department of General Services (DGS), Environmental Protection Agencies (EPA), and vendors. Creates reports and assesses data to evaluate Stormwater Pollution Prevention control measures daily across various governmental facilities under the multisector general permit.

Manages inventory, including ordering stormwater management supplies. Monitors internal SWPPP instructions, operating policies, procedures, and guidelines concerning the program and recommends required changes and adjustments to assure proper and adequate accomplishment of program goals and objectives.

Qualifications and Education

Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression. 

Licenses and Certifications 

Must possess and maintain a valid Driver’s license.

Work Conditions/Environment

The work is performed in an office setting, which is adequately lighted, heated, and ventilated. Incumbent may occasionally travel to various locations within the District of Columbia Metropolitan area. The environment presents typical risks or discomforts that can be managed with standard safety precautions.

Position Designation:  This position has been designated as security sensitive; therefore, the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability, and as such, incumbents of this position shall be subject to criminal background checks and background investigations, as applicable.

Essential Designation: This position has been designated as an essential employee position under the provisions of the District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Critical District government operations cannot be suspended or interrupted during emergency situations. 

Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
