The Action Against Hunger (AAH) WASH (Water and Sanitation) programme aims support vulnerable households and communities as well as the WASH service providers in the Gaza Strip. The WASH Deputy Program Manager will lead, in collaboration and with the support of the WASH Program Manager, the operations of the WASH Department ensuring quality implementation, monitoring and evaluation of all activities, following up on and feeding into the WASH strategy mission strategy, including identification of appropriate new interventions.

Key activities in your role will include

The Deputy Program Manager will be responsible of supporting the implementation of AAH WASH activities in Gaza. The Deputy will be tasked to ensure that WASH activities are implemented and monitored in accordance with the program work plan and logical frameworks and will be supporting the design of new proposals, technical design and quality daily implementation oversight, to donor requirements and reporting in full collaboration and coordination with the WASH Program Manager.

In coordination and under the supervision of the Action Against Hunger WASH Program manager and, they will be responsible of all technical activities related to hard and soft components of the project and will ensure the efficient and smooth implementation of the WASH projects in Action Against Hunger targeted areas. The main responsibilities are:

  • Track and oversee the program implementation, ensuring all activities are completed on time and meeting the required standards. 
  • Representing ACF in the relevant site meetings and events organized by the WASH Cluster, technical working groups, wash cluster meetings, task forces. 
  • Assigning tasks and responsibilities as per the requirements and needs. 
  • Support implementation of Action Against Hunger’s objectives and initiatives. 
  • Ensure the quality of implementation meets minimum standards at field level. 
  • In coordination with Logistics, liaison with contractors and consultants (at field level)
Objective 1: Programming (20%)
 Tasks
1Participate in technical assessments at field level, developing assessment tools when required.
2Propose cost-effective and high impact responses to identified needs
Support the WASH team on logistics and administrative processes when required
Ensure quality in the implementation
5Support in the handover of the WASH infrastructure to local authorities (CMWU/ Municipalities). 
6Monitor the work of the contractors/service providers including the work plans and quality of work if needed.
7Ensure effective communication with stakeholders (beneficiaries and partner organizations on the field) involved in WASH (data sharing and brainstorming); involved in project definition and/or implementation.
8Ensure that safety procedures and rules are respected in the field by all workers. 
9Represent ACF with different community stakeholders at field level. 
10Cooperate with the Advocacy Coordinator on defining and identifying key advocacy products and messaging for WASH sector in the Gaza Strip.
Objective 2: To promote comprehension and support the project design, implementation and evaluation (35%)
 Tasks
1 Participates in the design and implementation of WASH assessments, surveys or any other project identification study in collaboration and coordination with WASH PM and WASH Coordinator.
2Provide technical support to the WASH team in the design, supervising and management of WASH activities in collaboration and coordination with WASH PM and WASH Coordinator.
3Coordinates and follows up WASH activities implementation (beneficiary selection, field works, training, tenders, etc.) in collaboration and coordination with MEAL, administration, logistics, finance and HR departments.
4Supervise the quality of the work taking into consideration Identification of program constraints, challenges and problems during implementation, propose solutions in consultation with the WASH team and implement after validation if necessary, and respect deadlines.
5Forecasts and follows up on project expenses and budgets related to WASH activities and provide feedback and recommendation to the WASH PM to consider ensuring the effective and appropriate utilization of funds for each project within specified timeframes and donor regulations. 
6Review and amend justifications of project extension or amendments if needed, in collaboration with the finance and HR departments and Deputy Head of Base.
7Support MEAL team, in collaboration with WASH PM, to set up and monitor the MEAL plans linked with the relevant projects’ indicators in coordination with the WASH HoPs and MEAL department in Gaza; formalize the results in a report to be shared with supervisory staff.
Objective 3: Team Management (25%)
 Tasks
1Follow up the recruitment of new members of the Gaza WASH team, if needed.
2Ensure a smooth and effective communication with all WASH team members, creative a positive working environment and encouraging collaboration within the team 
3Follow up on weekly planning (written and meetings) of the ACF WASH Gaza team. 
4Organise regular monthly meetings, in collaboration with WASH PM, 1-2-1 meetings with the WASH team to exchange information.
5Participate in staff training, support in building the technical capacity of the staff if needed.
Objective 4: Logistic, Finance and Administration (10%)
 Tasks
1Organize day- to-day logistic, administration and staff activities. Prepare the needed procurement requests in cooperation with the WASH team.
2Review of all delivery notes for completed activities
3Contribute to the supervision and control of expenses related to the activities of the project (Procurement planning)
4Review the WASH team movement plan in cooperation with the Area Managers and the Head of Base.
5Review of the expenses and budget forecast
Objective 5: Other (10%)
 Tasks
1Report on the progress of the activities implemented by the WASH team.
2Report any problems or conflicts during the activities 
3Regular reporting to WASH PM 
4Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
5Communicate to the security coordinator and area managers of the working location any security related information or noncompliance with the security plan. To ensure that the WASH team are aware and follow up the security instructions. 
6Maintains and cultivates relations at a technical level with local authorities, counterparts, beneficiaries and other external actors as it relates to ACF’s activities.
7Attends local or national WASH meetings, technical working groups and tasks forces, sharing information with the WASH PM and coordinator. 
8Participates in or supervises the writing of Terms of Reference for any external or ad-hoc service.
9Participates in all base coordination meetings (weekly Senior Management Team meeting, Bi-weekly staff base meeting and monthly operational task force meeting).
10Reviews any document produced by the WASH team
Do you meet the profile required criteria?

Organisation and planning are critical objectives for this position, as the Deputy primary role is, in close collaboration with the PM, to define a clear roadmap of the project, ensuring efficient resource use, proactive risk management, and improved coordination among the team and stakeholders.

Technical knowledge on WASH is required for this position to ensure comprehensive and high-quality implementation of activities and the achievement of results in accordance with the WASH standards defined by the cluster, donors, and the Action Against Hunger strategy in Palestine. 

Analytical capacity is an important skill for this position, as the DPM will be providing contextual analysis based on the revision of primary and secondary data and their personal experience and background, ensuring a program’s relevance and impact. By revision of monitoring reports, assessments and key indicators to ensure that the program is on track.

Humanitarian knowledge is critical to ensure accountability, targeting the most vulnerable and adherence to the core principles of humanitarian aid.

Education/Training:Bachelor’s degree in environmental or water engineering, mechanical engineering, public health or related field. Master’s degree in similar field an advantage.
Technical specific knowledge:Experience and knowledge in implementing WASH interventions including water supply systems, sanitation and hygiene practices. Experience and/or knowledge of water and sanitation infrastructures will be valued.  Strong technical knowledge in WASH principles, practices and standards.Demonstrated technical experience in implementing WASH interventions.Must have demonstrated skills/knowledge in participatory approaches, analytical and gender – fair thinking Significant experience in working in collaboration with local partners and government bodies. Excellent knowledge of project cycle management.Ability to identify possible new activities and elaborate proposals for new projects, considering an integrated approach with other sectors such health, nutrition or livelihood.Strong communication and report writing skills.Strong staff management and leadership skills, and demonstrated experience in coordination. 
Previous experience (years):At least 5 years’ experience in designing and implementing Water Sanitation & Hygiene System in development and/or humanitarian projects in the NGO/INGO sector.
Humanitarian sector knowledge: Experience of writing humanitarian reports and inputting into donor reports. 
Organisation knowledge:Knowledge and experience of ACF WASH Interventions is an advantage
Languages:Fluent in Arabic and English – must have excellent written English.
IT systems: Microsoft – specifically Outlook, Word, Excel and Power point. Knowledge of AutoCAD and GIS an Asset.
