This position is in the Dam Safety Bureau within the Water Resources Allocation Program (WRAP) of the Office of the State Engineer (OSE) in Albuquerque, NM. The bureau is responsible for regulating dams under the jurisdiction of the State of New Mexico.

Why does the job exist?

The purpose of this position is to provide engineering support to the Dam Safety Bureau and the Office of the State engineer. The person in this position will perform and review civil engineering analyses in geotechnical, structural, and hydrologic and hydraulics engineering areas related to dams and appurtenances.  The incumbent may be tasked with development and review of project scope, plans, specifications, design analysis, construction records, Operation and Maintenance Manuals, Inundation Mapping, Emergency Action Plans, Risk Analysis, and other technical work products.  The incumbent’s work will assist the Dam Safety Bureau in regulating dams in New Mexico to ensure that the dams are designed, constructed, and operated in a manner to protect life, property and environment.  The incumbent will also help the bureau manage publicly funded capital projects that are assigned to the bureau for administration.  Capital project management requires careful analysis and review of documentation to ensure that public funds are applied appropriately.

How does it get done?

The incumbent in this position will work independently as a licensed professional civil engineer to perform the following tasks:

1. Dam Inspections: Inspect existing dams to verify that they are operated and maintained in a safe manner to protect life, property and environment.  Under New Mexico regulations dam inspections must be performed by or under the direction of a Licensed Professional Engineer.  The condition of the dams and appurtenances must be recorded accurately and evaluated for deficiencies and compliance with the regulations.  Knowledge of potential failure modes and risk and consequence of potential failures must be applied in writing the inspection reports.

2. Engineering Review and Analysis: Review project scope, technical reports, and perform independent design analyses and review of construction documents for dams and appurtenances to assess compliance with the OSE Rules and Regulations.  Hydrologic, hydraulic, structural, and geotechnical analyses may be required to assess and verify the condition of dams and/or their proposed repairs or modifications.  Written comments must be prepared to document compliance or deficiencies that need to be addressed by the dam owners and their engineers.

3. Regulatory Compliance: Review permit applications, prepare permit documents and certificates, perform field visits, and review of construction documents to ensure compliance with permit conditions.  Review Emergency Action Plans, Operation and Maintenance Manuals, and other documents to ensure compliance with the OSE Rules and Regulations.

4. Project Management: Review documentation submitted by capital outlay grantees and make recommendations for action.  Manage technical reviews as well as review of the invoices, reimbursement requests, change orders, interim and final construction inspections, and administrative closeout of publicly funded construction projects.

5. Various other tasks may be assigned as needed.  They may include performing breach analyses and inundation mapping, consequence analyses, risk assessment and prioritization of projects or alternatives, providing technical assistance to dam owners, providing training or technical presentation on relevant analyses, representing the bureau and agency in meetings, initiating and tracking consulting  services with on-call consultants, and so on.

Who are the customers?

Primary customers are dam owners and engineers working on dams that are under the jurisdiction of the Office of the State Engineer.  Others may include the Office of the State Engineer, various local, state, and federal agencies, and public at large.

Ideal Candidate

The ideal candidate will have a bachelor’s degree in civil engineering with course work in fluid mechanics, hydraulics, open channel flow, soil mechanics, foundation engineering, structural analysis, reinforced concrete and steel design.  Further education with a graduate degree in geotechnical engineering, hydrologic and hydraulic engineering or structural engineering subspecialty will be a plus.

The following experience is helpful:

1. Experience inspecting and assessing dams and appurtenances, evaluating and interpreting instrumentation data
2. Experience with geotechnical investigation and analyses, watershed and hydraulic modeling, structural analysis and design
3. Review of design reports, analyses, construction plans, and technical specifications prepared by others
4. Regulatory compliance evaluation, preparing permit documents, technical writing
5. Working with the public, dealing with difficult people

Minimum Qualification

Bachelor of Science Degree from an accredited college or university in a relevant engineering discipline and three (3) years of engineering experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling seven (7) years may substitute for the required education and experience. Must be licensed by the NMBLPEPS as a Licensed Professional Engineer in good standing within six (6) months of hire.

This position is required to drive a state vehicle. Must possess and maintain a valid New Mexico Driver’s License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.

Working Conditions

Work is performed in an office setting and in the field. Travel will be required to inspect dams with some overnight travel. Field work is required and includes hiking and climbing with exposure to inclement weather. Applicant will be required to interact with the public.
