Objective and Purpose of the Assignment
The project will be managed by the Project Management Unit (PMU) under the Department of Water Supply
(DWS) of the Ministry of Public Works and Transport (MPWT), who will be responsible for the day-to-day
project management, supervision, and administration of the project. This will include reviewing project
budget, overseeing financial management and accounting, procurement, supporting project preparation and
conducting technical reviews, and ensuring social, gender and safeguard compliance. The PMU will be led
by a project director who will be supported by deputy project directors.
Scope of Work
The Project Coordinator Consultant will support and assist PMU and PIU activities of the Project and
will report to the PMU. S/he will perform the following tasks with the guidance of the PMU:
- Conduct daily project progress monitoring, including following up on any outstanding actions, reports
from the PMU, Project Management Consultant (PMC), Capacity Building, TA 10360 consultants
(Institutional Strengthening) and/or other consultants involved in the project; - Provide detailed project updates to the PMU and stakeholders as required;
- Supporting the preparation of progress reports and assisting the PMU to prepare for review missions
and other missions, as needed; - Coordinate project meetings with consultants, ADB, other stakeholders, as required, in consultation
with the Project Director; - Support overseeing the preparation of financial management reports, initiating project audits, and
following up on the progress of financial management action plans; - Support overseeing and coordinating project procurement-related activities, ensuring the preparation
and review of bidding documents and bid evaluation reports are completed in a timely manner; - Assist the PMU in capacity building activities of DWS and PNPs in the areas of contract management,
climate resilience, environmental and social risk management and other; - Assist the PMU in reviewing existing project performance monitoring system and suggesting
improvements to the monitoring system; - Assist the PMU in data collection for M&E and mid-term review of the project activities;
- Support to the quality review of all project documents in Lao and English languages and where
required provide document translation support to English; and - Carry out specific (project related) administrative tasks as requested by the project director.
Detailed Tasks and/or Expected Output
The Consultant will be required to deliver the following outputs:
• Monthly reports, quarterly reports, and assignment completion report
• Field mission report, where applicable.
Minimum Qualification Requirements
The Consultant should have, at a minimum, the following qualifications:
• At least a bachelor’s degree in civil engineering, water/environmental engineering, or other relevant
disciplines. Additional degree in economics, business administration or similar is an advantage.
• At least 8 years of relevant work experience as Project Coordinator or similar positions with major
donor funded projects, i.e., Asian Development Bank (ADB).
• Experience in contract management of water supply and sanitation projects, including improvements and
operations & maintenances will be an advantage.
• Knowledge, skills and experience in results-based planning, quality control, monitoring and evaluation
or human resources management, ideally within the infrastructure sector, will be an advantage.
• Experience in procurement under projects financed by development partners (e.g. WB, ADB, etc).
• Good knowledge of spoken and written English and Good communication skills.
• Good computer literacy in Engineering software (e.g. AutoCAD/Sketchup, AirGIS) and Microsoft office (e.
g., Word, Excel, PowerPoint).
• Willingness to travel as needed.
• Flexibility and ability to work and deliver high-quality production time.
